【摘要】：黨內(nèi)民主制度化是與民主、制度、黨內(nèi)民主制度等概念相互聯(lián)系而又相互區(qū)別的范疇,它是指黨內(nèi)民主制度的發(fā)展、內(nèi)化過(guò)程。本文以馬克思主義黨內(nèi)民主理論的發(fā)展為前提,以黨內(nèi)民主的制度化建設(shè)為主要線索,以黨內(nèi)民主推動(dòng)社會(huì)主義政治文明及人民民主的發(fā)展為落腳點(diǎn),結(jié)合中國(guó)共產(chǎn)黨黨內(nèi)民主發(fā)展的歷史經(jīng)驗(yàn),對(duì)黨內(nèi)民主的制度化建設(shè)與發(fā)展作了較為深入的探索研究,本文主要分為以下五個(gè)部分： 第一部分主要介紹了本文研究的背景,前輩學(xué)者的研究成果,本文采用的研究方法及創(chuàng)新點(diǎn)和不足之處。 第二部分主要介紹馬克思、恩格斯有關(guān)無(wú)產(chǎn)階級(jí)政黨建設(shè)的論述,并且結(jié)合列寧在民主集中制方面的理論與實(shí)踐的探索,分析我黨黨內(nèi)民主的理論源泉和我黨建黨以來(lái)的在黨內(nèi)民主建設(shè)上理論與實(shí)踐的曲折發(fā)展。 第三部分主要從幾個(gè)與黨內(nèi)民主發(fā)展息息相關(guān)的關(guān)系方面著手分析了黨內(nèi)民主的制度化建設(shè)問(wèn)題,主要包括：保障黨員權(quán)利是黨內(nèi)民主建設(shè)的前提和基礎(chǔ)；民主集中制是黨內(nèi)民主制度體系建設(shè)的組織原則；黨外監(jiān)督作為黨內(nèi)監(jiān)督的有效補(bǔ)充會(huì)為黨內(nèi)民主制度體系的建設(shè)提供有力保障；黨代表大會(huì)常任制則是近幾年來(lái)中國(guó)共產(chǎn)黨建設(shè)黨內(nèi)民主、最大程度保障黨員權(quán)利的最新嘗試；黨內(nèi)基層民主是黨內(nèi)民主在最大范圍內(nèi)的實(shí)踐,為黨內(nèi)民主建設(shè)提供寶貴的經(jīng)驗(yàn)；人民民主在黨內(nèi)民主的帶動(dòng)下會(huì)反哺黨內(nèi)民主的制度體系建設(shè)。 第四部分主要分析了黨內(nèi)民主的選舉、決策、管理和監(jiān)督四個(gè)結(jié)構(gòu)要素,有針對(duì)性地分析了這四個(gè)要素在黨內(nèi)民主發(fā)展過(guò)程中存在的問(wèn)題以及對(duì)黨內(nèi)民主發(fā)展的作用,以探討黨內(nèi)民主制度化過(guò)程中的機(jī)制性保障。 第五部分在前三章的基礎(chǔ)上對(duì)黨內(nèi)民主如何促進(jìn)社會(huì)主義政治文明發(fā)展做了必要的論述,從而揭示了黨內(nèi)民主發(fā)展的重要的理論與現(xiàn)實(shí)意義。
[Abstract]:The institutionalization of inner-party democracy is a category which is interrelated and different with the concepts of democracy, institution and inner-party democracy. It refers to the development and internalization of the inner-party democratic system. This paper takes the development of Marxist theory of inner-party democracy as the premise, the institutionalization of inner-party democracy as the main clue, and the promotion of socialist political civilization and the development of people's democracy as the foothold of inner-party democracy. Based on the historical experience of the development of inner-party democracy of the Communist Party of China, this paper makes a deep exploration and study on the institutionalization and development of inner-party democracy. This paper is divided into the following five parts: the first part mainly introduces the background of this study, the previous generation of scholars' research results, the research methods adopted in this paper and the innovation and shortcomings. The second part mainly introduces Marx and Engels' exposition on the construction of proletarian party, and combines Lenin's theory and practice of democratic centralism. This paper analyzes the theoretical source of inner-party democracy and the tortuous development of theory and practice in the construction of inner-party democracy since the founding of our party. The third part mainly analyzes the systematization construction of inner-party democracy from several aspects which are closely related to the development of inner-party democracy, including: safeguarding the rights of party members is the premise and foundation of inner-party democratic construction; Democratic centralism is the organizational principle of the construction of inner-party democratic system, and the supervision outside the party, as an effective supplement to the inner-party supervision, can provide a strong guarantee for the construction of the inner-party democratic system. The permanent system of the Party Congress is the latest attempt by the Communist Party of China to build inner-party democracy and to maximize the protection of the rights of party members. Inner-Party grass-roots democracy is the practice of inner-party democracy within the largest scope. It can provide valuable experience for the construction of inner-party democracy, and people's democracy will feed back the system construction of inner-party democracy under the impetus of inner-party democracy. The fourth part mainly analyzes the four structural elements of inner-party democracy, such as election, decision-making, management and supervision, and analyzes the problems existing in the process of the development of inner-party democracy and the role of these four elements in the development of inner-party democracy. In order to explore the institutional guarantee in the process of institutionalization of inner-party democracy. The fifth part discusses how to promote the development of socialist political civilization on the basis of the first three chapters, so as to reveal the important theoretical and practical significance of the development of inner-party democracy.
