【摘要】：人民政協(xié)民主監(jiān)督是我國社會主義監(jiān)督體系的重要組成部分,是政協(xié)的一項(xiàng)主要職能。2006年頒發(fā)的《中共中央關(guān)于加強(qiáng)人民政協(xié)工作的意見》,規(guī)范了民主監(jiān)督的性質(zhì)、內(nèi)容、形式、程序以及工作機(jī)制。作為基層政協(xié),探索和加強(qiáng)民主監(jiān)督,是促進(jìn)社會主義民主政治建設(shè)的要求,也是推進(jìn)政協(xié)自身工作的一個(gè)戰(zhàn)略性課題。 近年來,廣州市各區(qū)(縣級市)政協(xié)在強(qiáng)化民主監(jiān)督方面做了許多探索性的工作,豐富了民主監(jiān)督的內(nèi)容,拓寬了民主監(jiān)督的渠道,完善了民主監(jiān)督的方法,擴(kuò)大了民主監(jiān)督的影響,發(fā)揮了民主監(jiān)督的作用。但從基層政協(xié)民主監(jiān)督的實(shí)踐來看,民主監(jiān)督仍然是政協(xié)履行職能的薄弱環(huán)節(jié)。本文簡要闡述了人民政協(xié)民主監(jiān)督理論,以廣州市基層政協(xié)的民主監(jiān)督實(shí)踐為基點(diǎn),運(yùn)用文獻(xiàn)分析與實(shí)證研究、比較分析與理論研究、歸納總結(jié)與邏輯推理相結(jié)合的方法,分析了廣州市基層政協(xié)民主監(jiān)督的現(xiàn)狀與特點(diǎn)、問題及原因,提出了強(qiáng)化意識、營造氛圍,拓寬領(lǐng)域、創(chuàng)新形式,健全制度、完善機(jī)制,優(yōu)化主體、形成合力,講究藝術(shù)、把好尺度等加強(qiáng)基層政協(xié)民主監(jiān)督工作的思路和對策,尤其是在文中就促進(jìn)民主監(jiān)督立法、引入委員質(zhì)詢方式、設(shè)立專職政協(xié)委員、建立地方組工作制度、民主監(jiān)督“三個(gè)原則”及“三個(gè)量度”等提出了自己獨(dú)特的見解和設(shè)想,對提高基層政協(xié)民主監(jiān)督實(shí)效具有積極的理論意義和實(shí)踐價(jià)值。
[Abstract]:The democratic supervision of the CPPCC is an important part of the socialist supervision system in China. It is a major function of the CPPCC in.2006, which has been issued by the Central Committee of the Communist Party of China on strengthening the work of the people's Political Consultative Conference, and standardizes the nature, content, form, procedure and working mechanism of the democratic supervision. It is a requirement for promoting the construction of socialist democratic politics, and also a strategic subject for promoting the work of the CPPCC itself.
In recent years, the people's Political Consultative Conference in all districts of Guangzhou (county-level city) has done a lot of exploratory work on strengthening democratic supervision, enriching the content of democratic supervision, broadening the channels of democratic supervision, perfecting the methods of democratic supervision, expanding the influence of democratic supervision, and exerting the role of democratic supervision. But from the practice of democratic supervision at the Grass-Roots Political Consultative Conference The democratic supervision of the CPPCC is still the weak link in the performance of the CPPCC. This paper briefly expounds the democratic supervision theory of the CPPCC, based on the democratic supervision practice of the grass-roots political consultative conference in Guangzhou, using the literature analysis and empirical research, comparative analysis and theoretical research, the combination of inductive and logical reasoning, and the analysis of the grass-roots level in Guangzhou. The status and characteristics of the CPPCC democratic supervision, its characteristics, problems and reasons, put forward the ideas and Countermeasures to strengthen the democratic supervision work of the Political Consultative Conference at the grass-roots level, including strengthening consciousness, creating an atmosphere, widening the field, innovating the form, perfecting the system, perfecting the mechanism, optimizing the main body, forming a resultant force, paying attention to art and the good scale, especially in the article. The special opinions and ideas of the members of the committee, the establishment of a full-time CPPCC member, the establishment of the work system of the local group, the "three principles" and the "three measurements" of democratic supervision have been put forward, which have positive theoretical significance and practical value for the improvement of the actual effect of democratic supervision of the grass-roots political consultative conference.
