【摘要】：在農(nóng)村,協(xié)商民主的產(chǎn)生不是偶然的,有其自身的生長(zhǎng)邏輯和社會(huì)背景,市場(chǎng)經(jīng)濟(jì)發(fā)展帶來的利益格局的變化、鄉(xiāng)政村治帶來的社會(huì)結(jié)構(gòu)的變化以及"和而不同"的政治文化傳統(tǒng)一定意義上催生了協(xié)商民主的生長(zhǎng)。這一新型民主形式與民主方式和群眾路線有著較大的耦合性和親緣性,它把自上而下的群眾路線和自下而上的農(nóng)民參與有機(jī)地結(jié)合起來,有效構(gòu)建了群眾路線在鄉(xiāng)村政治領(lǐng)域?qū)崿F(xiàn)的新路徑。為了更好地以協(xié)商民主的發(fā)展來推進(jìn)群眾路線的實(shí)現(xiàn),需要設(shè)計(jì)完整的發(fā)展路徑,包括頂層設(shè)計(jì)協(xié)商民主制度,確保村民參與機(jī)會(huì)平等;全面提升協(xié)商民主技能,確保村民參與能力平等;精心培育公共理性精神,確保村民協(xié)商共識(shí)達(dá)成;補(bǔ)位拓展協(xié)商組織資源,確保協(xié)商民主平臺(tái)提供。
[Abstract]:In rural areas, the emergence of consultative democracy is not accidental. It has its own growth logic and social background, and changes in the pattern of interests brought about by the development of the market economy. The change of social structure brought by rural governance and the political cultural tradition of "harmony but difference" hastened the growth of deliberative democracy in a certain sense. This new form of democracy has greater coupling and affinity with the democratic way and the mass line, which organically combines the top-down mass line with the bottom-up peasant participation. Effective construction of the mass line in the field of rural politics to achieve a new path. In order to better promote the realization of the mass line through the development of consultative democracy, it is necessary to design a complete development path, including a consultative democracy system at the top level, to ensure equal opportunities for villagers to participate; and to upgrade the skills of consultative democracy in an all-round way. To ensure the equal ability of villagers to participate; to cultivate the spirit of public rationality meticulously, to ensure that the villagers reach consensus through negotiation; to expand the resources of consultation organizations; to ensure the democratic platform for consultation to provide.
