【摘要】：當(dāng)前我國正處于民主政治建設(shè)和法治建設(shè)的關(guān)鍵時期，隨著智能手機等移動終端的迅速普及和4G移動網(wǎng)絡(luò)的快速發(fā)展，我國公民通過移動網(wǎng)絡(luò)進行政治參與的剛性需求必將持續(xù)增強，在此研究移動網(wǎng)絡(luò)政治參與的特性和規(guī)律，對于推動我國公民有序政治參與和完善政治參與體系具有重要作用。 本文內(nèi)容共由四個部分構(gòu)成。首先就移動網(wǎng)絡(luò)政治參與的概念和特點進行概述；繼而對移動網(wǎng)絡(luò)政治參與中的主體——歸類，涵蓋政府、普通移動網(wǎng)民、網(wǎng)絡(luò)政治精英、網(wǎng)絡(luò)社群、網(wǎng)絡(luò)社團等；同時對現(xiàn)存及未來可預(yù)的載體進行概括分析，如電子政務(wù)、手機政治微博、微信政治平臺、政治APP等；接著就移動網(wǎng)絡(luò)政治參與應(yīng)當(dāng)規(guī)避的主要問題進行歸納，包括制度供給不足、參與的代表性問題、能力問題、層次問題、文化缺失問題等；最后針對移動網(wǎng)絡(luò)政治參與的特性提出使其完善的對策建議，分別從政府、網(wǎng)民、中間力量、網(wǎng)絡(luò)生態(tài)四個方面展開。 歸根結(jié)底，移動網(wǎng)絡(luò)政治參與作為制度供給閉環(huán)內(nèi)的重要內(nèi)容，勢必將產(chǎn)生積極深遠的影響。要完善我國的移動網(wǎng)絡(luò)政治參與，需要政府和公眾共同努力，既要構(gòu)建完備的制度化體系，又要培養(yǎng)合格的網(wǎng)絡(luò)公民，同時要吸引媒體、專家、學(xué)者等中間力量的積極參與，，更要培育包容的政治文化，加強網(wǎng)絡(luò)道德建設(shè)和法治建設(shè)。
[Abstract]:At present, our country is in the critical period of democratic political construction and rule of law construction. With the rapid popularization of mobile terminals such as smart phones and the rapid development of 4G mobile networks, The rigid demand of Chinese citizens' political participation through mobile network will continue to strengthen. The study of the characteristics and rules of mobile network political participation will play an important role in promoting the orderly political participation of Chinese citizens and perfecting the political participation system. This paper consists of four parts. Firstly, the concept and characteristics of mobile network political participation are summarized, then the main body of mobile network political participation is classified, including government, ordinary mobile Internet users, network political elite, network community, network community, etc. At the same time, it makes a general analysis of the existing and future pre-existing carriers, such as e-government, mobile political Weibo, WeChat political platform, political APP and so on, and then sums up the main problems that should be avoided by mobile network political participation. Including inadequate supply of institutions, representativeness of participation, ability, hierarchy, lack of culture and so on. Finally, in view of the characteristics of political participation in mobile networks, suggestions are put forward to make it perfect, respectively from the government, Internet users, and intermediate forces. There are four aspects of network ecology. In the final analysis, the political participation of mobile network, as an important content in the closed-loop of institutional supply, will have a positive and far-reaching impact. In order to perfect the political participation of mobile network in our country, the government and the public need to work together to build a complete system of institutionalization, to train qualified network citizens, and to attract the active participation of the media, experts, scholars and other intermediate forces. We should cultivate inclusive political culture and strengthen the construction of network morality and rule of law.
