【摘要】： 20世紀(jì)90年代以來(lái),互聯(lián)網(wǎng)在全球的飛速發(fā)展和普及,把人類帶入了一個(gè)全新的信息化、網(wǎng)絡(luò)化的時(shí)代�；ヂ�(lián)網(wǎng)正日益滲透到人類生活的各個(gè)領(lǐng)域,已經(jīng)并將更為深刻地影響著各國(guó)的政治體系和公民政治參與方式,也使我國(guó)的民主政治建設(shè)面臨著新的機(jī)遇和挑戰(zhàn)。如何利用機(jī)遇,應(yīng)對(duì)挑戰(zhàn),推動(dòng)中國(guó)公民網(wǎng)絡(luò)政治參與發(fā)展,并使其更好地促進(jìn)民主政治建設(shè)健康發(fā)展,這是時(shí)代賦予我們的一個(gè)新課題,本論文分四個(gè)部分對(duì)這一問題進(jìn)行了分析和探討。 第一部分主要指出網(wǎng)絡(luò)政治參與在民主政治建設(shè)中的重要作用：一方面闡明網(wǎng)絡(luò)政治參與是在新時(shí)代下的一種政治參與新形式,另一方面闡釋了網(wǎng)絡(luò)政治參與是民主政治建設(shè)的新內(nèi)容。 第二部分主要是對(duì)當(dāng)代中國(guó)網(wǎng)絡(luò)政治參與的動(dòng)因、主體、客體、途徑等的現(xiàn)狀及其對(duì)當(dāng)代中國(guó)民主政治建設(shè)的影響五個(gè)方面進(jìn)行了系統(tǒng)分析與論述。 第三部分主要是在以上對(duì)我國(guó)公民網(wǎng)絡(luò)政治參與現(xiàn)狀分析的基礎(chǔ)上,深入分析與論述了網(wǎng)絡(luò)政治參與發(fā)展所存在的問題,以及制約其健康發(fā)展的原因。 第四部分則是針對(duì)以上的現(xiàn)狀問題,提出了關(guān)于如何規(guī)范中國(guó)網(wǎng)絡(luò)政治參與,以及促進(jìn)民主政治建設(shè)健康發(fā)展的幾點(diǎn)對(duì)策建議,即：1、加強(qiáng)政府治理,促進(jìn)網(wǎng)絡(luò)政治參與秩序化；2、加強(qiáng)道德引導(dǎo),促進(jìn)網(wǎng)絡(luò)政治參與規(guī)范化；3、完善法律法規(guī),促進(jìn)網(wǎng)絡(luò)政治參與法制化。
[Abstract]:Since the 1990s, the rapid development and popularization of the Internet in the world has brought mankind into a new era of information and networking. The Internet is permeating every field of human life day by day. It has influenced and will deeply influence the political system and the way of citizen's political participation in every country. It also makes the construction of democratic politics in our country face new opportunities and challenges. How to make use of the opportunity, to meet the challenge, to promote the development of Chinese citizens' network politics, and to make it better promote the healthy development of democratic politics is a new topic given by the times. This paper is divided into four parts to analyze and discuss this problem. The first part mainly points out the important role of network political participation in the construction of democratic politics: on the one hand, it clarifies that network political participation is a new form of political participation in the new era. On the other hand, it explains that network political participation is the new content of democratic politics construction. The second part mainly analyzes and discusses five aspects of the motivation, subject, object and approach of the network political participation in contemporary China and its influence on the construction of democratic politics in contemporary China. The third part is mainly based on the above analysis of the status quo of civil network political participation in China, in-depth analysis and discussion of the problems in the development of network political participation, as well as the reasons for restricting its healthy development. In the fourth part, aiming at the above problems, the author puts forward some countermeasures and suggestions on how to standardize China's network political participation and promote the healthy development of democratic political construction, that is, to strengthen government governance. To promote the orderization of network political participation, to strengthen moral guidance, to promote the standardization of network political participation, to perfect laws and regulations, and to promote the legalization of network political participation.
