【摘要】：當(dāng)前理論和實(shí)證上解釋中國(guó)地方協(xié)商民主制度化決定因素的研究相對(duì)不足。以聽證制度為例,檢驗(yàn)各類經(jīng)濟(jì)社會(huì)因素對(duì)城市政府制定的聽證文件數(shù)的影響,是一個(gè)有益的嘗試。城市經(jīng)濟(jì)發(fā)展水平、貿(mào)易開放度、社會(huì)矛盾以及政府社會(huì)性支出力度都對(duì)聽證制度建設(shè)有著顯著的積極作用,而外商投資規(guī)模則不利于城市聽證制度的發(fā)展。中國(guó)城市協(xié)商民主制度化建設(shè)具有鮮明的功能主義導(dǎo)向,其主要目的是提高治理能力,解決城市政府面臨的經(jīng)濟(jì)社會(huì)問題。
[Abstract]:The current theoretical and empirical studies to explain the determinants of the institutionalization of local consultative democracy in China are relatively inadequate. Taking the hearing system as an example, it is a beneficial attempt to test the influence of various economic and social factors on the number of hearing documents formulated by the city government. The level of urban economic development, the degree of trade openness, social contradictions and the strength of government social expenditure all play a significant and positive role in the construction of the hearing system, while the scale of foreign investment is not conducive to the development of the urban hearing system. The construction of urban consultation democracy in China is guided by functionalism and its main purpose is to improve the governance ability and solve the economic and social problems that the city government is facing.
