【摘要】：網(wǎng)絡(luò)民主是隨著互聯(lián)網(wǎng)的誕生而出現(xiàn)的一種政治現(xiàn)象,在西方已經(jīng)歷了30—40年時(shí)間。相對(duì)來(lái)說(shuō),我國(guó)網(wǎng)絡(luò)民主出現(xiàn)的時(shí)間較晚,從它真正對(duì)政治生活開始產(chǎn)生影響算起,大概也就10年左右,各學(xué)科對(duì)這一新生事物的研究都還處于初始階段,缺乏深入系統(tǒng)的研究。文章將從政治學(xué)理論入手,在分析民主的內(nèi)涵、網(wǎng)絡(luò)民主的概念、特征及其形式的基礎(chǔ)上,分析了現(xiàn)有政治體制下民主表達(dá)形式的不足,并從民主監(jiān)督領(lǐng)域、政治參與領(lǐng)域、公民維權(quán)領(lǐng)域出發(fā),通過(guò)實(shí)例分析的方式展現(xiàn)了當(dāng)前我國(guó)網(wǎng)絡(luò)民主發(fā)展的重大意義,指出網(wǎng)絡(luò)民主是一種全新的民主制度,而不是傳統(tǒng)民主政治體制在互聯(lián)網(wǎng)空間中的延伸。作為一種新形式的民主形式,網(wǎng)絡(luò)民主對(duì)加快民主實(shí)現(xiàn)的進(jìn)程意義深遠(yuǎn)。但機(jī)遇與挑戰(zhàn)并存,網(wǎng)絡(luò)民主在構(gòu)建社會(huì)主義民主政治的進(jìn)程中也遭遇了沖擊：信息霸權(quán)的存在導(dǎo)致網(wǎng)絡(luò)民主參與主體間的不平等；政治參與爆炸的存在成為網(wǎng)絡(luò)社會(huì)無(wú)序的根源；網(wǎng)絡(luò)空間中政治流言是網(wǎng)絡(luò)民主的客觀性缺失；而政治欺騙的不可避免又成為網(wǎng)絡(luò)民主流于形式的根源。網(wǎng)絡(luò)民主的發(fā)展是推進(jìn)我國(guó)民主化進(jìn)程的契機(jī),如何抓住機(jī)遇,將我國(guó)網(wǎng)絡(luò)民主的優(yōu)點(diǎn)發(fā)揮的淋漓盡致是擺在我們面前的首要問(wèn)題,我們要在堅(jiān)持言論自由原則、公正平等原則、適度管制原則和法治原則的基礎(chǔ)上,通過(guò)塑造民主的網(wǎng)絡(luò)政治文化,營(yíng)造平等的政治參與和表達(dá)氛圍；政府實(shí)施適度的管制措施,維護(hù)網(wǎng)絡(luò)秩序；注重網(wǎng)民素質(zhì)培養(yǎng),加強(qiáng)公眾的自我教育與修養(yǎng),加強(qiáng)公眾上網(wǎng)的自我約束力,提高網(wǎng)民政治參與能力,為最大限度地發(fā)揮“網(wǎng)絡(luò)民主”作用提供思想保證,加速推進(jìn)我國(guó)的民主化進(jìn)程。
[Abstract]:Internet democracy is a kind of political phenomenon that appeared with the birth of Internet. It has experienced 30-40 years in the West.Comparatively speaking, the emergence of cyber democracy in our country has been relatively late. From the time it really began to have an impact on political life, about 10 years ago, the study of this new thing in various disciplines is still in its initial stage.Lack of in-depth and systematic research.On the basis of analyzing the connotation of democracy, the concept, characteristics and forms of network democracy, the article will analyze the deficiency of democratic expression form under the existing political system, and from the field of democratic supervision and political participation, the article will start with the theory of political science.Starting from the field of civil rights protection, this paper shows the great significance of the development of network democracy in our country through case analysis, and points out that network democracy is a new democratic system, not an extension of traditional democratic political system in the Internet space.As a new form of democracy, network democracy is of great significance to accelerate the process of realizing democracy.However, opportunities and challenges coexist, network democracy in the process of building socialist democratic politics has also encountered a shock: the existence of information hegemony leads to the inequality between the subjects of network democracy participation;The existence of the explosion of political participation has become the root of the disorder of the network society; the political gossip in the cyberspace is the lack of objectivity of the network democracy; and the political deception inevitably becomes the root of the formality of the network democracy.The development of network democracy is an opportunity to promote the process of democratization in our country. How to seize the opportunity and give full play to the advantages of our country's network democracy is the most important issue before us. We must adhere to the principle of freedom of speech.On the basis of the principle of justice and equality, the principle of moderate control and the principle of rule of law, by shaping the democratic network political culture and creating an equal political participation and expression atmosphere, the government implements appropriate control measures to maintain the network order.Pay attention to the cultivation of Internet users' quality, strengthen the self-education and self-cultivation of the public, strengthen the self-binding force of the public on the Internet, improve the netizens' ability of political participation, and provide the ideological guarantee for maximizing the function of "network democracy".Speed up the democratization process in China.
