【摘要】： 黨的十七大報(bào)告強(qiáng)調(diào),必須把發(fā)展基層民主作為發(fā)展社會(huì)主義民主政治的基礎(chǔ)性工程重點(diǎn)推進(jìn)。軍隊(duì)民主是社會(huì)主義民主的一個(gè)重要組成部分,基層民主又是軍隊(duì)內(nèi)部民主的重要內(nèi)容。加強(qiáng)軍隊(duì)基層民主建設(shè)是軍隊(duì)深入貫徹落實(shí)科學(xué)發(fā)展觀的一項(xiàng)最基礎(chǔ)、最具體的工作,意義十分重要。當(dāng)前,軍隊(duì)基層出現(xiàn)了一些新情況、新問(wèn)題,而士兵也出現(xiàn)了一些新特點(diǎn),因此要順應(yīng)基層現(xiàn)狀和新一代軍人特點(diǎn),著力研究當(dāng)前軍隊(duì)基層民主建設(shè),找出并解決這些軍隊(duì)基層發(fā)展中的問(wèn)題,對(duì)于新時(shí)期繼承和發(fā)揚(yáng)民主傳統(tǒng)、提高軍隊(duì)打贏能力,具有重要的意義。 論文共分三個(gè)部分,首先從揭示軍隊(duì)基層民主建設(shè)的含義和意義開篇,分析了基層民主建設(shè)的內(nèi)涵和所具有的重要意義,奠定研究的現(xiàn)實(shí)理論基礎(chǔ)；然后,在調(diào)查研究的基礎(chǔ)上,從官兵民主素質(zhì)、民主法規(guī)制度、民主實(shí)踐內(nèi)容、民主實(shí)踐渠道等方面概括了新時(shí)期軍隊(duì)基層民主建設(shè)存在的四對(duì)主要矛盾；最后文章從提高官兵民主素質(zhì)、完善基層民主制度、豐富基層民主內(nèi)容、拓寬基層民主渠道等方面提出了加強(qiáng)軍隊(duì)基層民主建設(shè)的建議。
[Abstract]:The report of the 17th National Congress of the Communist Party of China emphasized that the development of grass-roots democracy should be regarded as the key point of the basic project of developing socialist democratic politics.Military democracy is an important part of socialist democracy, and grassroots democracy is an important part of internal democracy in the army.Strengthening the democratic construction at the grass-roots level is the most basic and concrete work for the army to carry out the concept of scientific development, which is of great significance.At present, some new situations and new problems have emerged at the grass-roots level of the army, and some new characteristics have emerged in the soldiers. Therefore, it is necessary to conform to the current situation at the grass-roots level and the characteristics of the new generation of servicemen, and focus on the current democratic construction of the grass-roots units in the armed forces.It is of great significance to find out and solve the problems in the development of the basic units of the army in order to inherit and carry forward the democratic tradition in the new period and to improve the ability of the army to win the war.The thesis is divided into three parts. The first part is to reveal the meaning and significance of the grass-roots democratic construction in the army, to analyze the connotation and significance of the grass-roots democratic construction, and to lay the theoretical foundation for the research.On the basis of investigation and research, this paper summarizes the four pairs of principal contradictions in the army's grass-roots democratic construction in the new period from the aspects of the officers and soldiers' democratic quality, the democratic legal system, the democratic practice content and the democratic practice channels.Finally, the article puts forward some suggestions to strengthen the army's grass-roots democratic construction from the aspects of improving the democratic quality of officers and soldiers, perfecting the democratic system at the grass-roots level, enriching the content of democracy at the grass-roots level, and widening the channels of democracy at the grass-roots level.
