【摘要】：民主,這個(gè)人類一直追尋的政治夢想,是世界各國政治建設(shè)目標(biāo)中最具代表的名詞,也是衡量一國政治文明的基本尺度;網(wǎng)絡(luò),這個(gè)產(chǎn)生于技術(shù)領(lǐng)域的科技產(chǎn)物,從誕生之日起就成為了全球發(fā)展的強(qiáng)大引擎與動力源,并且在社會政治、經(jīng)濟(jì)、文化領(lǐng)域掀起革命性浪潮;網(wǎng)絡(luò)民主,這個(gè)結(jié)合了民主的政治訴求、網(wǎng)絡(luò)的技術(shù)支持的產(chǎn)物,成為了當(dāng)下政治表達(dá)中的新型民主參與形式。本文以網(wǎng)絡(luò)民主形式建構(gòu)為研究對象,分五個(gè)部分從不同角度論述了網(wǎng)絡(luò)民主。文章在厘清民主、網(wǎng)絡(luò)民主基本概念和特征的基礎(chǔ)上,探討了網(wǎng)絡(luò)民主的性質(zhì)、存在基礎(chǔ)與制約因素,得出網(wǎng)絡(luò)具有傳統(tǒng)民主形式不具有的優(yōu)勢,可以彌補(bǔ)傳統(tǒng)代議制民主缺陷的結(jié)論;圍繞網(wǎng)絡(luò)民主的建構(gòu)主題,本文在借鑒國外相關(guān)經(jīng)驗(yàn)的基礎(chǔ)上,提出自己的構(gòu)想。網(wǎng)絡(luò)民主的推廣是網(wǎng)絡(luò)在政治領(lǐng)域的價(jià)值體現(xiàn),是網(wǎng)絡(luò)發(fā)展的題中之義,我們應(yīng)當(dāng)適應(yīng)潮流,變被動為主動,在網(wǎng)絡(luò)技術(shù)的支持下,提高網(wǎng)絡(luò)在政治領(lǐng)域的利用,在建立和完善網(wǎng)絡(luò)代議制、網(wǎng)絡(luò)新聞發(fā)言人制度、民間智庫制度以及網(wǎng)絡(luò)基層直接選舉制度等方面加大實(shí)踐。網(wǎng)絡(luò)只是手段,民主才是目的,我們應(yīng)當(dāng)在揚(yáng)長避短中發(fā)揮網(wǎng)絡(luò)對民主政治的促進(jìn)作用,進(jìn)而完善、推動我國社會主義民主政治建設(shè)。
[Abstract]:Democracy, the political dream that mankind has been pursuing, is the most representative term in the political construction goals of all countries in the world, and it is also the basic measure of a country's political civilization.Since its birth, it has become a powerful engine and power source for global development, and has set off a revolutionary wave in the social, political, economic, and cultural fields; Internet democracy, which combines the political demands of democracy and the technological support of the network,It has become a new form of democratic participation in current political expression.This paper takes the construction of network democracy as the research object and discusses it from five different angles.On the basis of clarifying the basic concepts and characteristics of democracy and network democracy, this paper discusses the nature, foundation and restrictive factors of network democracy, and draws a conclusion that the network has advantages that traditional democratic forms do not have.It can make up for the defects of traditional representative democracy. Around the theme of the construction of network democracy, this paper puts forward its own idea on the basis of drawing lessons from foreign relevant experience.The promotion of network democracy is the value embodiment of the network in the political field and the meaning of the network development. We should adapt to the trend, turn passivity into initiative, and improve the use of the network in the political field with the support of the network technology.In establishing and perfecting the network representative system, the network news spokesman system, the folk think-tank system and the network grassroots direct election system and so on, strengthens the practice.The network is only a means, democracy is the end, we should play the role of the network in promoting democratic politics in order to perfect and promote the construction of socialist democratic politics in our country.
