【摘要】：在全球推廣民主,一直是美國(guó)外交政策和國(guó)際戰(zhàn)略的一項(xiàng)主要目標(biāo)。盡管美國(guó)政府及非政府組織為民主促進(jìn)研究、設(shè)計(jì)出精致的策略邏輯和策略模式,但它從來(lái)沒(méi)有使自由民主在世界范圍內(nèi)獲得實(shí)質(zhì)性的推進(jìn),反而"制造出"許多"失敗國(guó)家、類失敗國(guó)家或脆弱國(guó)家"。產(chǎn)生這一吊詭問(wèn)題的癥結(jié),蓋在于美國(guó)民主促進(jìn)戰(zhàn)略選擇性地重視民主制度建設(shè)而有意無(wú)意地對(duì)現(xiàn)代國(guó)家構(gòu)建的淡化與忽視。當(dāng)今世界政治首要之舉,并不是民主如何建立,而是現(xiàn)代國(guó)家如何構(gòu)建并使之提供有效治理。民主不能憑空移植,更不能強(qiáng)加于人,只有內(nèi)生的、建基于現(xiàn)代國(guó)家平臺(tái)之上的民主,才是有根基、有生命力的民主。
[Abstract]:Promoting democracy globally has been a major goal of American foreign policy and international strategy.Although the United States Government and non-governmental organizations have devised elaborate strategic logic and models for the promotion of democracy, it has never allowed liberal democracy to be substantially advanced worldwide, but has "created" many failed states.A class of failed or fragile states ".The crux of this paradoxical problem lies in the fact that American democracy promotes the strategic selective attention to the construction of democratic system and neglects the construction of modern country intentionally or unintentionally.The first step in world politics today is not how democracy is built, but how modern states are built and provided for effective governance.Democracy cannot be transplanted out of thin air, nor can it be imposed on others. Only democracy that is endogenous and built on the platform of a modern state is a democracy with roots and vitality.
