【摘要】：正在新一屆省級(jí)人大常委會(huì)組成人員方陣中,大約有2/3是新面孔。新面孔意味著新的政治氣質(zhì)。他們按照憲法和法律精神,汲取歷屆人大的經(jīng)驗(yàn)積淀,在行權(quán)履職方面推出新舉措、新動(dòng)作,為堅(jiān)持和完善人大制度帶來(lái)諸多期許,也彰顯著民主法治的新趨勢(shì)。
