本文選題：選舉　切入點(diǎn)：選舉民主　出處：《遼寧師范大學(xué)》2010年碩士論文

【摘要】： 選舉被界定為,人們以投票的方式選擇統(tǒng)治者的過程。筆者對(duì)這一概念進(jìn)行要素分析,并將選舉與抽簽、投票和選舉制度進(jìn)行比較分析,對(duì)選舉進(jìn)行充分了解。并且沒有忽視民主政體和選舉自身存在的缺陷,看到了選舉的局限性和負(fù)面效應(yīng)。通過對(duì)選舉民主的概念分析,深刻認(rèn)識(shí)到選舉與民主息息相關(guān),但選舉并不能完全等同于民主,兩者之間不能劃上等號(hào)。選舉是創(chuàng)建民主政體的基石,但選舉并不是代議民主政體的全部。選舉可能是民主的,也可能是非民主的。 協(xié)商民主理論中核心的協(xié)商的概念是,協(xié)商是一種面對(duì)面的交流,它強(qiáng)調(diào)理性的觀點(diǎn)和說服,而不是操縱、強(qiáng)迫和欺騙。從論述協(xié)商的概念和原則開始對(duì)協(xié)商民主進(jìn)行全方位認(rèn)識(shí),詳細(xì)分析了協(xié)商民主的概念、協(xié)商民主的目標(biāo)、協(xié)商民主的領(lǐng)域、協(xié)商民主的制度。并認(rèn)識(shí)到協(xié)商民主理論也不是十分完美,協(xié)商民主有其適用的限度,而且協(xié)商民主理論上也存在著自身難以克服的問題,所以我們需對(duì)西方協(xié)商民主理論自身持批評(píng)反思的態(tài)度。 選舉民主和協(xié)商民主之間存在著非替代關(guān)系、互補(bǔ)關(guān)系和相關(guān)關(guān)系。協(xié)商民主不能完全替代選舉民主,但也不能拋棄或忽略選舉民主。選舉民主與協(xié)商民主之間是互補(bǔ)的關(guān)系,不是對(duì)立的關(guān)系。選舉民主和協(xié)商民主之間還存在著相關(guān)關(guān)系。選舉民主與協(xié)商民主可以同時(shí)發(fā)展;而且,在選舉民主不發(fā)達(dá)的情況下,協(xié)商民主也可以發(fā)展;并且,協(xié)商民主的發(fā)展也需要選舉。
[Abstract]:Elections are defined as the process in which people choose rulers by voting. The author analyzes the elements of this concept and compares it with drawing lots, voting and electoral systems. Having a full understanding of elections... and without neglecting the shortcomings of democracy and elections themselves, and seeing the limitations and negative effects of elections... through the conceptual analysis of electoral democracy, it is deeply recognized that elections are closely related to democracy, But elections are not entirely equivalent to democracy. They cannot be equated. Elections are the cornerstone of democracy, but elections are not the whole of representative democracy. Elections may or may not be democratic. The central concept of consultation in the theory of consultative democracy is that consultation is a face-to-face communication that emphasizes rational views and persuasion rather than manipulation. Coercion and deception. Starting from the elaboration of the concept and principles of consultation, we have carried out a comprehensive understanding of consultative democracy, and have analysed in detail the concept of consultative democracy, the objectives of consultative democracy, and the field of consultative democracy, The system of consultative democracy... and recognizing that the theory of consultative democracy is not perfect, that there are limits to its application and that there are problems in the theory of consultative democracy that are inherently insurmountable, Therefore, we should take a critical and reflective attitude towards the western theory of deliberative democracy. There is an irreplaceable, complementary and related relationship between electoral democracy and consultative democracy... consultative democracy cannot be a complete substitute for electoral democracy, But we should not abandon or ignore the electoral democracy. The relationship between electoral democracy and consultative democracy is complementary, not opposites. There is still a correlation between electoral democracy and consultative democracy. Electoral democracy and consultative democracy can develop simultaneously. Moreover, when electoral democracy is underdeveloped, deliberative democracy can also develop; moreover, the development of deliberative democracy also requires elections.
