【摘要】：民主是歷史發(fā)展的潮流也是國家現(xiàn)代化的重要標志,人類對于民主的追求從未停止過。黨的十七大報告指出:“人民民主是社會主義的生命。發(fā)展社會主義民主政治是我們黨始終不渝的奮斗目標�！蓖瑫r,在十七大報告中對民生問題第一次以獨立的章節(jié)進行了全面闡釋,黨的十七大被人民群眾和國際社會稱為“民生的盛宴”。民主作為人類文明的重要成果,與民生問題的解決息息相關(guān)。如何以民主方式更好地解決民生問題,如何圍繞民生問題推進城市的民主建設(shè),國內(nèi)外涉及此項課題的研究還較少,大多集中于分別論述民主或民生問題,或純粹從理論上談二者的互動關(guān)系。杭州市堅決貫徹落實黨的十七大精神,實施“以民主促民生”戰(zhàn)略,走在全國前列,本文將以杭州市的實踐為例進行研究。 圍繞民生問題推進民主建設(shè)是社會主義民主政治建設(shè)的重要切入點,也是社會主義民主政治建設(shè)和社會建設(shè)的一個最佳結(jié)合點。杭州市在圍繞民生問題推進民主建設(shè)的實踐中,取得了很大的成績,受到了百姓的認可和歡迎,這為其他城市通過民主方式提高民生福祉,一定程度上提供了寶貴的經(jīng)驗和有益的啟示,同時,也進一步加快了民主建設(shè)進程,提高了民主建設(shè)質(zhì)量,實現(xiàn)了民主建設(shè)與民生發(fā)展的良性互動,對深化政治體制改革,推進社會主義民主政治建設(shè)具有重要的理論意義。 主要采用文獻研究法、實證調(diào)查研究法和案例分析法。在對民主、民生的內(nèi)涵分別進行論述的基礎(chǔ)上,進一步對民主與民生的關(guān)系進行系統(tǒng)的分析。文章以杭州市的具體實踐為例,從決策到執(zhí)行再到監(jiān)督評估,對圍繞民生問題推進民主建設(shè)的工作機制進行分析,總結(jié)杭州市“以民主促民生”工作機制在城市民主治理中取得的成效和經(jīng)驗,并對其中存在的問題及不足進行思考,提出自己的建議,使理論與實踐相結(jié)合,以期對城市民主建設(shè)的順利推進提供借鑒,為豐富社會主義民主政治理論提供參考。
[Abstract]:Democracy is the trend of historical development and an important symbol of national modernization. The report of the 17th National Congress of the CPC pointed out that "people's democracy is the life of socialism, and the development of socialist democratic politics is our party's unswerving goal of struggle." In the report of the 17th National Congress of the Communist Party of China, for the first time, the issue of people's livelihood was comprehensively explained in an independent chapter. The 17th National Congress of the Party was called a "feast for the people's livelihood" by the masses of the people and the international community. Democracy is regarded as an important achievement of human civilization. How to solve people's livelihood problems in a democratic way, and how to promote the democratic construction of cities around people's livelihood issues, there are few studies on this topic at home and abroad. Most of them focus on discussing the issues of democracy or people's livelihood separately, or simply on the interactive relationship between the two in theory. Hangzhou has resolutely implemented the spirit of the 17th National Congress of the Party and implemented the strategy of "promoting people's livelihood through democracy", leading the country in the country. This paper will take the practice of Hangzhou as an example. Promoting democratic construction around issues related to the people's livelihood is an important starting point for socialist democratic political construction. It is also the best combination of socialist democratic political construction and social construction. Hangzhou has made great achievements in promoting democratic construction around issues related to the people's livelihood, and has been recognized and welcomed by the common people. This has provided valuable experience and useful inspiration to other cities to improve their livelihood and well-being through democratic means. At the same time, they have also further accelerated the process of democratic construction and improved the quality of democratic construction. It is of great theoretical significance to deepen the political system reform and promote the socialist democratic political construction. It mainly adopts literature research, empirical investigation and case analysis. On the basis of discussing the connotation of democracy and people's livelihood, Further, the relationship between democracy and people's livelihood is systematically analyzed. Taking the concrete practice of Hangzhou as an example, from decision-making to implementation to supervision and evaluation, the paper analyzes the working mechanism of promoting democratic construction around people's livelihood issues. This paper sums up the achievements and experiences of the working mechanism of "promoting people's livelihood through Democracy" in Hangzhou, and thinks about the problems and shortcomings existing therein, and puts forward its own suggestions so as to combine theory with practice. The purpose is to provide reference for the smooth progress of urban democracy construction and to enrich the theory of socialist democratic politics.
