【摘要】：正確把握和處理改革與法治的關(guān)系,對于協(xié)調(diào)推進"四個全面"戰(zhàn)略布局、推進國家治理體系和治理能力現(xiàn)代化具有重大意義。堅持立法和改革決策相統(tǒng)一、相銜接,應(yīng)進一步發(fā)揮好人大在立法工作中的主導(dǎo)作用和在表達、平衡、調(diào)整社會利益方面的重要作用,最大限度凝聚改革共識,遵循和把握立法規(guī)律,增強立法的及時性、系統(tǒng)性、針對性、有效性,以良法促進發(fā)展、保證善治。
[Abstract]:Correctly grasping and handling the relationship between reform and the rule of law is of great significance for the coordinated promotion of the "four comprehensive" strategic layout and the modernization of the national governance system and governance capacity. We should further give play to the leading role of the people's Congress in the legislative work and its important role in expressing, balancing, and adjusting social interests, maximize consensus on reform, follow and grasp the laws of legislation, and enhance the timeliness and systematization of legislation. Pertinence, effectiveness, promote development with good law, guarantee good governance.
