【摘要】：黨的十八大報(bào)告正式提出社會(huì)主義協(xié)商民主這一概念,這一概念的提出為我國(guó)社會(huì)主義政治發(fā)展道路指明了方向,我國(guó)在追求民主的道路上,既不會(huì)照搬照抄西方現(xiàn)有的政治模式,亦不會(huì)原地踏步、固步自封,而是選擇了更具包容性、實(shí)效性的社會(huì)主義協(xié)商民主這一更能體現(xiàn)民主實(shí)質(zhì)的民主形式。社會(huì)主義協(xié)商民主是馬克思主義中國(guó)化的最新發(fā)展成果,是中國(guó)共產(chǎn)黨積極發(fā)展民主事業(yè)、回應(yīng)群眾民主訴求的直接反應(yīng),亦是我黨理論自信、制度自信、道路自信在政治發(fā)展領(lǐng)域的直接體現(xiàn)。發(fā)展社會(huì)主義協(xié)商民主能夠更好地推動(dòng)社會(huì)矛盾的有效解決,促進(jìn)政治結(jié)構(gòu)的合理優(yōu)化,是實(shí)現(xiàn)我國(guó)現(xiàn)代化發(fā)展的重要保障。論文內(nèi)容共分為四章：第一章,我國(guó)社會(huì)主義協(xié)商民主的基本理論。本部分首先論述了社會(huì)主義協(xié)商民主的概念和特征,在對(duì)我國(guó)社會(huì)主義協(xié)商民主有個(gè)整體把握的基礎(chǔ)上,梳理了協(xié)商民主的政黨協(xié)商、政府協(xié)商、政協(xié)協(xié)商、人大協(xié)商、人民團(tuán)體協(xié)商、基層協(xié)商等六大渠道。最后通過與西方協(xié)商民主、選舉民主以及人民政協(xié)的比較中,準(zhǔn)確定位社會(huì)主義協(xié)商民主在我國(guó)政治實(shí)踐中的地位。第二章,我國(guó)社會(huì)主義協(xié)商民主的發(fā)展現(xiàn)狀。本部分首先梳理了社會(huì)主義協(xié)商民主發(fā)展的歷史軌跡,從確立到曲折發(fā)展再到新發(fā)展。隨后介紹我國(guó)社會(huì)主義協(xié)商民主已經(jīng)取得的成就,包括渠道建設(shè)、制度建設(shè)以及協(xié)商意識(shí)的提升。最后探討了我國(guó)社會(huì)主義協(xié)商民主發(fā)展過程中存在的問題以及成因,主要問題有協(xié)商環(huán)境不足、協(xié)商主體能力有待提高、協(xié)商法制不健全等。第三章,我國(guó)社會(huì)主義協(xié)商民主的完善路徑。路徑完善主要從以下五個(gè)方面進(jìn)行闡述,首先是改善社會(huì)主義協(xié)商環(huán)境,包括政治、經(jīng)濟(jì)、文化、法治環(huán)境。第二,提升協(xié)商主體的意識(shí)與能力。第三,從協(xié)商民主的六大渠道的制度化建設(shè)出發(fā)構(gòu)建協(xié)商民主體系。第四,完善社會(huì)主義協(xié)商民主的協(xié)商程序,保證程序正義。第五,加強(qiáng)和完善黨的領(lǐng)導(dǎo)是社會(huì)主義協(xié)商民主的根本保證。
[Abstract]:The report of the 18 National Congress of the Party formally put forward the concept of socialist consultative democracy, which pointed out the direction of our country's socialist political development. Instead of copying the existing political model in the West, nor standing still, but choosing to be more inclusive, The effective socialist deliberative democracy is a democratic form that can better reflect the essence of democracy. Socialist consultative democracy is the latest development result of Marxism in China and the active development of the cause of democracy by the Communist Party of China. The direct response to the demands of the masses for democracy is also a direct embodiment of our Party's self-confidence in theory, system and road in the field of political development. The development of socialist consultative democracy can better promote the effective resolution of social contradictions. To promote the rational optimization of political structure is an important guarantee to realize the development of modernization in China. The content of this paper is divided into four chapters: chapter one, This part first discusses the concept and characteristics of socialist consultative democracy. On the basis of a holistic understanding of our socialist consultative democracy, this part combs the consultative democracy of political parties. The government consultation, the CPPCC consultation, the NPC consultation, the people's organization consultation, the grass-roots consultation, etc. Finally, through consultations with the West on democracy, electoral democracy and the people's political Consultative Conference (CPPCC), The second chapter, the current situation of the development of socialist consultative democracy in China. This part firstly combs the historical track of the development of socialist consultative democracy. From its establishment to its tortuous development to its new development. Then it introduces the achievements of socialist consultative democracy in China, including the construction of channels. Finally, it discusses the existing problems and causes in the development of socialist consultative democracy in China. The main problems are insufficient consultation environment, and the ability of the subject of negotiation needs to be improved. Chapter III, the path to perfection of China's Socialist deliberative Democracy. The path to perfection is mainly described in the following five aspects: first, to improve the socialist negotiating environment, including politics, economy, culture, The environment of rule of law. Second, to enhance the consciousness and ability of the subject of consultation. Third, to construct the system of consultative democracy from the perspective of the institutionalization of the six channels of consultative democracy. 4th, to perfect the consultation procedure of socialist consultative democracy. Ensuring procedural justice. 5th, strengthening and perfecting the leadership of the Party is the fundamental guarantee of socialist consultative democracy.
