【摘要】：精準(zhǔn)扶貧的內(nèi)涵要求扶貧具有針對性,才能取得效益最大化,其實(shí)質(zhì)是強(qiáng)調(diào)扶貧的針對性和效益性。而要實(shí)現(xiàn)扶貧的針對性和效益性,必須將精準(zhǔn)扶貧納入法治化、規(guī)范化的軌道,即從法律規(guī)范、權(quán)利保障和權(quán)力規(guī)范的視角實(shí)現(xiàn)精準(zhǔn)扶貧。以法治化保障和提升扶貧的精準(zhǔn)度,既是我國轉(zhuǎn)變扶貧方式的必由之路,也是實(shí)施"依法治國"基本方略的內(nèi)在要求。
[Abstract]:The connotation of precision poverty alleviation requires that poverty alleviation should be targeted in order to maximize benefits. Its essence is to emphasize the pertinence and benefit of poverty alleviation. In order to realize the pertinence and benefit of poverty alleviation, it is necessary to bring precision poverty alleviation into the rule of law. Standardized track, that is, from the perspective of legal norms, rights protection and power norms to achieve precision poverty alleviation. To rule by law and improve the accuracy of poverty alleviation, is the only way to change the way of poverty alleviation in China. It is also the internal requirement of implementing the basic strategy of governing the country according to law.
