【摘要】：法治是國家和平穩(wěn)定與發(fā)展的重要保障,也是統(tǒng)治階級治國理政的重要手段之一。黨的十八大以來,習(xí)近平總書記在黨和國家的許多重要會議上多次發(fā)表重要講話,意在強調(diào)努力建設(shè)法治中國,提升法治在國家管理及社會穩(wěn)定中的重要作用。在全面推進(jìn)依法治國、依法行政的同時,還要努力把握好法治國家、法治政府與法治社會三者的關(guān)系,增強法治國家、政府、社會的一體化建設(shè),這也是對我國法治政府建設(shè)提出的新要求。黨的十八大提出了把法治政府基本建成確立為到2020年全面建成小康社會的重要目標(biāo)之一,這也就意味著如果缺少了法治政府的基本建成,就很難保障全面建成小康社會。在國家大力推進(jìn)法治政府建設(shè)的同時,我國的電子政務(wù)作為新興的政府運作模式,經(jīng)過近十幾年的發(fā)展,對政府組織、公共服務(wù)、行政公開及公眾參與等方面都產(chǎn)生了重大的影響,在推進(jìn)法治政府建設(shè)過程中也體現(xiàn)出越來越重要的作用,另一方面,建設(shè)法治政府也對電子政務(wù)提出了更高的要求。本文以電子政務(wù)對推進(jìn)法治政府建設(shè)過程中遇到的問題和解決對策為主要內(nèi)容,進(jìn)而提出使電子政務(wù)的功能逐步完善的意見,借助電子政務(wù)更大力度地推進(jìn)法治政府建設(shè),加快我國法治政府的建設(shè)進(jìn)程。本文主要是以我國電子政務(wù)對法治政府建設(shè)的推進(jìn)作用為主要研究對象。論文首先對我國法治政府的概念和法治政府建設(shè)現(xiàn)狀進(jìn)行了闡述和總結(jié),以及對電子政務(wù)的概念和發(fā)展現(xiàn)狀、實施策略等方面進(jìn)行概括,找出法治政府建設(shè)和電子政務(wù)二者之間的關(guān)系,準(zhǔn)確定位電子政務(wù)對法治政府的推進(jìn)功能。其次,通過查閱大量文獻(xiàn)和研究數(shù)據(jù),對電子政務(wù)中推進(jìn)法治政府建設(shè)的現(xiàn)狀進(jìn)行分析,找出電子政務(wù)在推進(jìn)法治政府建設(shè)過程中存在的不足和待改善的方面。最后,針對這些問題找到相關(guān)的解決對策。
[Abstract]:The rule of law is an important guarantee for the country's peace, stability and development, as well as an important means for ruling the country by the ruling class. Since the 18 National Congress of the Party, General Secretary Xi Jinping has delivered important speeches at many important meetings of the party and the state. It is intended to emphasize the important role of the rule of law in building China under the rule of law and in promoting the rule of law in state management and social stability. While comprehensively promoting the rule of law and administering the country according to law, it is also necessary to strive to grasp the rule of law. The relationship between the government under the rule of law and the society under the rule of law strengthens the construction of the country, government and society under the rule of law. This is also a new requirement for the construction of a government ruled by law in our country. The 18 National Congress of the Communist Party of China put forward that the establishment of the basic rule of law government as one of the important goals of building a well-off society in an all-round way by 2020. This means that without the basic establishment of the government ruled by law, it will be very difficult to guarantee the building of a well-off society in an all-round way. While the country is vigorously promoting the construction of the government ruled by law, the e-government in our country is a new mode of government operation. After nearly ten years of development, it has had a great impact on government organizations, public services, administrative openness and public participation, and has also played a more and more important role in the process of promoting the construction of a government ruled by law. On the other hand, The construction of a government ruled by law also puts forward higher requirements for e-government. This paper takes the problems encountered in the process of promoting the construction of the government ruled by law as the main content of e-government, and then puts forward some suggestions to make the function of e-government perfect step by step. With the help of e-government, we will make greater efforts to promote the construction of a government ruled by law. This paper focuses on the role of electronic government in promoting the construction of the government by law. Firstly, the paper advances the concept of the government by law and the present situation of the construction of government by law in our country. It is expounded and summarized. It also summarizes the concept and current situation of e-government, the implementation strategy and so on, finds out the relationship between the construction of government by law and e-government, and accurately locates the function of e-government in advancing the government under the rule of law. By consulting a large number of literature and research data, this paper analyzes the current situation of promoting the construction of the government ruled by law in e-government, and finds out the shortcomings and aspects to be improved in the process of promoting the construction of the government ruled by law. Find relevant solutions to these problems.
