【摘要】： 互聯(lián)網(wǎng)是人類在20世紀(jì)創(chuàng)造的科技神話。它的出現(xiàn)不僅給人類的學(xué)習(xí)、生活、工作、娛樂帶來了全新的方式,也以其自由、平等、便捷、隱匿等特性為公眾提供了新的民意環(huán)境和表達(dá)渠道。從某種程度上說,許多網(wǎng)民已經(jīng)習(xí)慣了使用網(wǎng)絡(luò)來表達(dá)自己對(duì)事件的觀點(diǎn)和意見,決策者也能通過網(wǎng)絡(luò)更直接更客觀地了解民意,這將對(duì)人類的民主政治生活產(chǎn)生深刻的影響。他們要參政議政的欲望是如此強(qiáng)烈,當(dāng)然,他們的意見在推動(dòng)民主政治進(jìn)程中也起著不容小覷的作用。 本文認(rèn)為,網(wǎng)絡(luò)民意是一把雙刃劍,它的出現(xiàn)對(duì)民主政治的影響是雙重的,它既為民主政治的發(fā)展提供了無盡的動(dòng)力和前所未有的機(jī)遇,同時(shí)也讓民主的發(fā)展面臨著巨大的挑戰(zhàn)。為此,我們既要利用網(wǎng)絡(luò)技術(shù)的先進(jìn)性推動(dòng)民主的進(jìn)步,也要重視網(wǎng)上一些虛假信息和非理性情緒給民主帶來的危害。 本文就是在這一背景下探求網(wǎng)絡(luò)民意的定義、特性、正負(fù)效應(yīng)等諸多面向及其形成和發(fā)展的基本規(guī)律,并結(jié)合我國(guó)的具體情況論述網(wǎng)絡(luò)民意在黨和政府決策中的作用以及在輿論監(jiān)督中的作用,以展開對(duì)網(wǎng)絡(luò)民意與民主政治關(guān)系的梳理,試圖回答如何實(shí)現(xiàn)網(wǎng)上輿論監(jiān)督的法制化、制度化、科學(xué)化,如何正確對(duì)待網(wǎng)絡(luò)民意,趨利避害、因勢(shì)利導(dǎo)等問題,悉數(shù)網(wǎng)絡(luò)民意的消極影響并提出相應(yīng)舉措加以防范,以便能更好的利用網(wǎng)絡(luò)民意推進(jìn)民主政治進(jìn)程。
[Abstract]:The Internet is the creation of human science and technology in twentieth Century. It not only to the myth of human learning, life, work, entertainment has brought a new way, with its freedom, equality, convenience, conceal characteristics provides a new environment for the public opinion and express channel. To some extent, many users have become accustomed to the use of the network to express their views and opinions on the event, policymakers can also through the network more directly and more objective understanding of public opinion, which will have a profound impact on human's democratic political life. Their desire to participate in politics is so strong, of course, their opinions in the promotion of democracy in the process of play a role can not be underestimated.
This paper argues that the network public opinion is a double-edged sword, it has influence on the democratic politics is dual, provides endless power and hitherto unknown opportunities both for the development of democratic politics, but also to the development of democracy is facing a huge challenge. Therefore, we should use advanced network technology to promote the progress of democracy, also should pay attention to some information on the Internet to false and irrational emotions to bring democracy to harm.
This paper is to explore the network of public opinion on the definition, the background characteristics, positive and negative effects and many aspects of the formation and development of the basic law, and combining the specific situation of our country on the network of public opinion in the party and the government role in decision-making and the role in the supervision by public opinion, to expand on the relationship between network public opinion and democratic politics trying to comb, how to realize the legalization of supervision of public opinion, online answering system, scientifically, how to correctly deal with the network public opinion, and in the light of its general trend and other issues, the negative impact of all of the network of public opinion and put forward the corresponding measures to prevent, in order to make better use of the network of public opinion to promote the process of democratic politics.
