【摘要】：伴隨著網(wǎng)絡(luò)的迅速發(fā)展,網(wǎng)絡(luò)民主成為這個時代的新話題。網(wǎng)絡(luò)民主,亦稱電子民主、數(shù)字民主,它是隨著互聯(lián)網(wǎng)的發(fā)展而興起的一種新型的政治參與手段和模式�？梢哉f,網(wǎng)絡(luò)民主提供了一種新型民主的可能性,它打破和削弱了單邊主義與壟斷主義,讓多元參與和溝通對話成為主流。網(wǎng)絡(luò)民主使得參與結(jié)構(gòu)扁平化與多元化,促進了更大范圍內(nèi)的網(wǎng)民參與。這對民主制度的創(chuàng)新有著重要影響。 在現(xiàn)代意義上談?wù)螀⑴c,是仁者見仁,智者見智。所以,當前政治參與的定義、概念很多。政治參與的定義界定為：“普通公民以影響國家、政府的決策與行為活動為目的,積極以各種合法方式參與國家政治生活�！庇纱梭w現(xiàn)出本文所探討的政治參與的主體為普通公民(而非政府官員和職業(yè)活動家),以影響國家或支持政府政治活動為目的。 網(wǎng)絡(luò)民主是網(wǎng)民憑借網(wǎng)絡(luò)平臺參與到政治活動中去,在政治互動過程中表達其利益訴求,促進政府改革的一種新的民主形式。網(wǎng)絡(luò)民主在促進政府管理與網(wǎng)民政治參與方面發(fā)揮著巨大作用。網(wǎng)絡(luò)政治參與助推我國政治文明進程；激發(fā)民眾政治參與的熱情,促進參與制民主發(fā)展；網(wǎng)絡(luò)時代的參與式民主能促進我國的政治文明建設(shè)。 任何事物的發(fā)展都是辯證的,網(wǎng)絡(luò)民主也不例外。網(wǎng)絡(luò)民主是一把“雙刃劍”在帶來民主進程不斷深化發(fā)展的同時也產(chǎn)生了一系列負面的影響。信息獲取存在諸多問題；意見表達的真實性性與民主穩(wěn)定性受到威脅。 針對網(wǎng)絡(luò)民主中出現(xiàn)的公民政治參與問題,本文進行了詳盡的原因分析,主要包括三個方面：一、信息獲取存在障礙。政府有可能成為信息真實性的嚴重威脅者；公民進入網(wǎng)絡(luò)獲取信息的能力是有差異的；由于互聯(lián)網(wǎng)的匿名性,信息發(fā)布者身份難以監(jiān)控。二、民主穩(wěn)定性受到威脅,我國政治參與政策不完善；公民參與素質(zhì)有待提高三、網(wǎng)絡(luò)參與的道德規(guī)范不明確,民意真實性與決策的科學(xué)性存在悖論；多元主體分化與政策合意同樣存在悖論。 根據(jù)網(wǎng)絡(luò)民主中的公民政治參與原因,本文針對信息獲取問題、加強民主穩(wěn)定性、促進中國“網(wǎng)絡(luò)民主”的規(guī)范化等問題提出相應(yīng)可行的措施。希望通過以下措施,我國公民在網(wǎng)絡(luò)條件下的民主參與范圍能夠擴大,民主參與程度可以加深、民主參與熱情得到進一步的提高。進而完善中國民主制度,推動中國政治文明進程。
[Abstract]:With the rapid development of the network, network democracy has become a new topic in this era. Network democracy, also known as electronic democracy, digital democracy. With the development of the Internet, it is a new method and mode of political participation. It can be said that network democracy provides a new possibility of democracy, which breaks and weakens unilateralism and monopolism. Network democracy makes participation structure flat and diversified, and promotes the participation of Internet users in a wider range. This has an important impact on the innovation of democratic system. In the modern sense of political participation, there are different views on political participation. Therefore, there are many definitions and concepts of political participation at present. The definition of political participation is: "ordinary citizens influence the country." The purpose of the government's decision-making and behavior. Active participation in the political life of the country in various legal ways... "thus reflects that the main body of political participation discussed in this article is ordinary citizens (not government officials and professional activists)." For the purpose of influencing the state or supporting the political activities of the government. Internet democracy is that Internet users participate in political activities by virtue of the network platform and express their interests in the process of political interaction. Promoting a new democratic form of government reform. Network democracy plays a great role in promoting government management and Internet users' political participation. Network political participation boosts the process of political civilization in China. Stimulate the enthusiasm of people's political participation and promote the development of participatory democracy; Participatory democracy in the network age can promote the construction of political civilization in our country. The development of anything is dialectical. Network democracy is no exception. Network democracy is a "double-edged sword", which brings about a series of negative effects while deepening the democratic process. There are many problems in obtaining information; The authenticity of opinion and the stability of democracy are threatened. In view of the problem of civil political participation in network democracy, this paper makes a detailed analysis of the reasons, mainly including three aspects: first. There are obstacles to access to information. The government may become a serious threat to the authenticity of information; There are differences in the ability of citizens to access the network to obtain information; Because of the anonymity of the Internet, it is difficult to monitor the identity of the information publisher. Second, the democratic stability is threatened, and the policy of political participation in our country is not perfect; The quality of citizen participation needs to be improved, the moral norms of network participation are not clear, and there are paradoxes between the authenticity of public opinion and the scientific nature of decision-making; There are also paradoxes between the differentiation of multiple subjects and the policy agreement. According to the reason of citizen's political participation in network democracy, this paper aims at the problem of obtaining information and strengthening the stability of democracy. It is hoped that through the following measures, the scope of democratic participation of Chinese citizens under the network conditions can be expanded and the degree of democratic participation can be deepened. The enthusiasm for democratic participation has been further enhanced, thus improving China's democratic system and promoting China's political civilization.
