【摘要】： 國(guó)民參政會(huì)是抗戰(zhàn)時(shí)期民國(guó)政府為團(tuán)結(jié)民眾、集思廣益爭(zhēng)取抗戰(zhàn)勝利而設(shè)立的準(zhǔn)民意機(jī)關(guān),也是國(guó)民政府訓(xùn)政時(shí)期的重要機(jī)構(gòu)。從民國(guó)二十七年到民國(guó)三十七年,共召開(kāi)了四屆十三次會(huì)議。其成員囊括了當(dāng)時(shí)中國(guó)各界卓有信望的人士,眾參政員積極建言獻(xiàn)策,既有正面的建設(shè)性提案,又有反面的抨擊時(shí)弊,鏟除權(quán)奸,為抗戰(zhàn)的勝利作出了重大貢獻(xiàn)。傅斯年攻倒孔祥熙前后歷時(shí)八年之久,在民國(guó)期間是一樁奇案。雙方地位懸殊,一位是書(shū)生參政員,一位是蔣介石親信、執(zhí)掌民國(guó)政府經(jīng)濟(jì)大權(quán)的“宰相”。傅斯年搜集孔祥熙各方面貪贓枉法的證據(jù),通過(guò)自己參政員的身份,通過(guò)參政會(huì)當(dāng)面口頭質(zhì)詢、提案公決、密陳上書(shū)等多種形式,可謂“明爭(zhēng)暗斗”,終將孔祥熙打倒。本文就是通過(guò)論述傅斯年八年倒孔之全過(guò)程,來(lái)看國(guó)民參政會(huì)的民主監(jiān)督性質(zhì)。
[Abstract]:The National Council for political participation was a quasi-public organization set up by the Republic of China Government during the Anti-Japanese War to unite the people and gather wisdom for the victory of the War of Resistance against Japan. It was also an important organization in the administration of the National Government. From 1987 to 37, it held four 13 meetings. Its members included people of great faith from all walks of life in China at that time. The members of the political circles actively made suggestions and suggestions, both positive and constructive proposals, as well as negative attacks against the drawbacks, the eradication of power and rape, and made a major contribution to the victory of the War of Resistance against Japan, Fu Sinian took eight years before and after the fall of Kong Xiangxi. During the period of the Republic of China, it was a strange case. There was a great disparity between the two sides. One was a scholar who participated in politics, the other was a close confidant of Jiang Jieshi. Fu Sinian collected evidence of corruption and perverted the law in all aspects of Kong Xiangxi's work. Through his position as a member of the government, he made oral inquiries through the Council of political participation and held a referendum on the proposal. Secret Chen Shangshu and other forms can be described as "an open and secret struggle", which will eventually be knocked down by Kong Xiangxi. This article discusses the whole process of Fu Sinian's eight years' downfall, and looks at the democratic supervision nature of the National Council of political participation.
