【摘要】：人類社會文明進入20世紀90年代后,網(wǎng)絡(luò)技術(shù)的應(yīng)用得到迅猛發(fā)展,并滲透到社會的各個領(lǐng)域,同樣也給政治帶來了一些新的問題。互聯(lián)網(wǎng)對全球民主政治發(fā)展的作用日益增大,網(wǎng)絡(luò)民主已成為時代的熱話題。有關(guān)互聯(lián)網(wǎng)對民主政治的宏觀研究,中國民主政治與網(wǎng)絡(luò)民主的融合仍然處于起步階段。網(wǎng)絡(luò)的政治參與對我國的民主政治建設(shè)是一把雙刃劍,網(wǎng)絡(luò)政治參與的發(fā)展對當代中國民主政治建設(shè)產(chǎn)生了積極的影響,推動政治參與的發(fā)展,為政府提供一個了解輿論、調(diào)控輿論的平臺,實現(xiàn)了網(wǎng)上監(jiān)督,強化社會監(jiān)督的效力,促進民主政治的行政模式和民主觀念的發(fā)展的轉(zhuǎn)變。網(wǎng)絡(luò)政治參與也對當代中國民主政治建設(shè)也產(chǎn)生了一些消極影響,由于公民參與的機會不均等致使社會分層,拉大“數(shù)字鴻溝”,網(wǎng)絡(luò)發(fā)展可能導致嚴重的無政府狀態(tài)以及更加隱蔽信息集權(quán)控制等問題。因此,如何利用好網(wǎng)絡(luò)使之為民主政治服務(wù),為中國民主政治起到良好的作用是亟待研究的問題。 本文內(nèi)容涉及以下三個方面:第一部分是網(wǎng)絡(luò)政治參與的興起。在此筆者介紹了網(wǎng)絡(luò)政治參與的概念、基本理論,并分析了中國互聯(lián)網(wǎng)和網(wǎng)絡(luò)政治參與的興起過程;第二部分研究網(wǎng)絡(luò)政治參與對當代民主政治建設(shè)的影響,具體分析網(wǎng)絡(luò)政治參與對我國民主政治建設(shè)的積極影響和消極影響:積極影響主要分析了網(wǎng)絡(luò)政治參與有助于改善民主政治建設(shè)的溝通機制、促進民主平等的實現(xiàn)、提高黨和政府的執(zhí)政能力等。消極影響在于無序參與引起政治局面混亂、擴大民主的不平等以及國家權(quán)威面臨挑戰(zhàn)等,并分析了產(chǎn)生消極影響的原因。第三部分研究網(wǎng)絡(luò)政治參與時代我國民主政治建設(shè)的完善對策,對網(wǎng)絡(luò)民主政治建設(shè)和發(fā)展進行理性思考,分析了網(wǎng)絡(luò)政治參與時代民主政治建設(shè)內(nèi)容的新特性以及基本任務(wù),并結(jié)合中國民主政治的建設(shè)和網(wǎng)絡(luò)參與的發(fā)展的狀況,從參與主體、政府新機制、環(huán)境優(yōu)化三個方面提出了完善策略。
[Abstract]:After human civilization entered 1990s, the application of network technology developed rapidly and penetrated into all fields of society. It has also brought some new problems to politics. The role of the Internet in the development of global democratic politics is increasing day by day. Internet democracy has become a hot topic of the times. The integration of Chinese democratic politics and network democracy is still in its infancy. The political participation of network is a double-edged sword to the construction of democratic politics in China. The development of network political participation has a positive impact on the construction of democratic politics in contemporary China. It promotes the development of political participation, provides the government with a platform to understand public opinion, regulate public opinion, and realize online supervision. Strengthen the effectiveness of social supervision, promote the development of democratic political administration model and democratic concept of change. Network political participation has also had some negative effects on the construction of democratic politics in contemporary China. Due to unequal opportunities for citizen participation, social stratification, widening of the "digital divide", the development of networks may lead to serious anarchy and more hidden centralized control of information, and so on. How to make good use of the network to serve democratic politics and play a good role in China's democratic politics is an urgent problem to be studied. This paper involves the following three aspects: the first part is the rise of network political participation. Here the author introduces the concept of network political participation, the basic theory. It also analyzes the rising process of China's Internet and network political participation. The second part studies the influence of network political participation on contemporary democratic construction. This paper analyzes the positive and negative effects of network political participation on the construction of democratic politics in China: the positive influence mainly analyzes the communication mechanism that network political participation can help to improve the construction of democratic politics. To promote the realization of democracy and equality, to improve the ruling ability of the party and government, etc. The negative influence lies in the chaos of the political situation caused by the disorderly participation, the expansion of the inequality of democracy and the challenge to the authority of the state. The third part studies the perfect countermeasures of our country's democratic politics construction in the era of network political participation, and carries on the rational thinking to the network democratic politics construction and the development. This paper analyzes the new characteristics and basic tasks of the content of democratic political construction in the era of network political participation, and combines the construction of democratic politics and the development of network participation in China, from the main body of participation, the new mechanism of government. Three aspects of environmental optimization are proposed to improve the strategy.
