【摘要】：一部中國共產(chǎn)黨在西藏取得政權(quán)、為人民執(zhí)掌政權(quán)的歷史,就是一部我們黨在西藏踐行“三個(gè)代表”,全心全意為西藏各族人民謀幸福、謀利益、謀跨越的歷史,是我們黨“以人為本、執(zhí)政為民”理念的集中體現(xiàn)和真實(shí)濃縮。深入研究黨在西藏執(zhí)政為民的實(shí)踐與經(jīng)驗(yàn),對(duì)于貫徹好落實(shí)好黨在西藏工作的各項(xiàng)方針政策,實(shí)現(xiàn)好、維護(hù)好、發(fā)展好西藏各族人民的根本利益,努力建設(shè)團(tuán)結(jié)、民主、富裕、文明、和諧的社會(huì)主義新西藏有具有重要意義。 本文在馬克思主義理論指導(dǎo)下,立足黨在西藏執(zhí)政為民的基本歷程、實(shí)踐探索,總結(jié)黨在西藏執(zhí)政為民的基本經(jīng)驗(yàn),分析黨在西藏執(zhí)政為民所面臨的困難和挑戰(zhàn),提出黨在西藏執(zhí)政為民的思路和對(duì)策。第一部分,簡述中國共產(chǎn)黨在西藏執(zhí)政為民理念的內(nèi)涵和特征、形成與發(fā)展等。第二部分,簡單梳理黨在西藏執(zhí)政為民的基本歷程,從總體上認(rèn)識(shí)和把握黨在西藏執(zhí)政為民的艱辛實(shí)踐。第三部分,分析和探討以毛澤東、鄧小平和江澤民為核心的黨的三代中央領(lǐng)導(dǎo)集體和以胡錦濤同志為總書記的黨中央在西藏執(zhí)政為民的思想和探索。第四部分,總結(jié)中國共產(chǎn)黨在西藏執(zhí)政為民的巨大成就,并從六個(gè)方面總結(jié)黨在西藏執(zhí)政為民的基本經(jīng)驗(yàn)。六個(gè)方面的基本經(jīng)驗(yàn)即：堅(jiān)持中國共產(chǎn)黨的領(lǐng)導(dǎo)、走社會(huì)主義道路,堅(jiān)持新時(shí)期西藏工作指導(dǎo)思想,堅(jiān)持把西藏人民的根本利益作為一切工作的出發(fā)點(diǎn)和落腳點(diǎn),堅(jiān)持把中央關(guān)心、全國支援同西藏干部群眾艱苦奮斗緊密結(jié)合起來,堅(jiān)持走有中國特色、西藏特點(diǎn)發(fā)展路子,堅(jiān)持不懈地深入做好群眾工作。第五部分,分析黨在西藏執(zhí)政為民所面臨的機(jī)遇及挑戰(zhàn)。分別從國內(nèi)環(huán)境、西藏區(qū)情和寶貴機(jī)遇等方面分析當(dāng)前黨在西藏執(zhí)政為民所面臨的有利條件和機(jī)遇。從自然地理、宗教文化、市場(chǎng)經(jīng)濟(jì)、社會(huì)轉(zhuǎn)型、分裂主義干擾破壞以及黨的自身建設(shè)等方面,分析影響中國共產(chǎn)黨在西藏執(zhí)政為民的因素和問題。第六部分,結(jié)合西藏實(shí)際,有針對(duì)性地提出促進(jìn)中國共產(chǎn)黨在西藏執(zhí)政為民的思路與對(duì)策,包括黨在西藏執(zhí)政為民的重點(diǎn)任務(wù)、黨在西藏執(zhí)政為民的體制機(jī)制和黨在西藏執(zhí)政為民的政策措施等。
[Abstract]:A history of the Communist Party of China taking power in Tibet and running power for the people is a history in which our party practices the "three represents" in Tibet and wholeheartedly seeks happiness, interests and leapfrogging for the people of all ethnic groups in Tibet. It is the concentrated embodiment and true concentration of our party's concept of "people-oriented and ruling for the people". To thoroughly study the practice and experience of the Party in ruling for the people in Tibet, to implement well the principles and policies of the Party's work in Tibet, to realize, safeguard, and develop the fundamental interests of the people of all ethnic groups in Tibet, and to strive to build unity, democracy, and prosperity. Civilized and harmonious new socialist Tibet is of great significance. Under the guidance of Marxist theory, based on the basic course of the Party ruling for the people in Tibet, this paper explores in practice, summarizes the basic experience of the Party ruling for the people in Tibet, and analyzes the difficulties and challenges faced by the Party in ruling for the people in Tibet. This paper puts forward the train of thought and countermeasures for the party to govern for the people in Tibet. The first part briefly describes the connotation and characteristics, formation and development of the Communist Party of China's idea of ruling for the people in Tibet. The second part briefly combs the basic course of the party ruling for the people in Tibet, and generally understands and grasps the hard practice of the party ruling for the people in Tibet. The third part analyzes and probes into the thought and exploration of the three generations of leading collectives of the Party Central Committee with Mao Zedong, Deng Xiaoping and Jiang Zemin as the core and the Party Central Committee with Comrade Hu Jintao as the general secretary as the ruling power for the people in Tibet. The fourth part summarizes the great achievements of the Communist Party of China in ruling for the people in Tibet, and summarizes the basic experience of the Party in ruling for the people in Tibet from six aspects. The basic experience in six aspects is: adhere to the leadership of the Communist Party of China, follow the socialist road, adhere to the guiding ideology of Tibet work in the new period, and persist in taking the fundamental interests of the Tibetan people as the starting point and foothold of all work. We will continue to closely combine the concern of the central authorities and national support with the hard work of Tibetan cadres and masses, persist in taking the path of development with Chinese characteristics and Tibet's characteristics, and unswervingly and thoroughly do a good job in mass work. The fifth part analyzes the opportunities and challenges faced by the Party in power for the people in Tibet. This paper analyzes the favorable conditions and opportunities that the Party faces for the people in Tibet from the aspects of domestic environment, Tibet regional situation and valuable opportunities. From the aspects of natural geography, religious culture, market economy, social transformation, separatist interference and destruction, as well as the party's own construction, this paper analyzes the factors and problems that affect the Communist Party of China's ruling for the people in Tibet. The sixth part, combined with the reality of Tibet, puts forward the train of thought and countermeasures to promote the Communist Party of China to govern for the people in Tibet, including the key tasks of the Party ruling for the people in Tibet. The system mechanism of the Party ruling for the people in Tibet and the policy and measures for the Party to govern for the people in Tibet.
