【摘要】：正鄧小平同志是第一代中央領(lǐng)導(dǎo)集體的重要成員,對新中國成立以后黨和國家踐行民主和法制情況有深刻體會和豐富經(jīng)驗。1980年前后,他曾對黨在領(lǐng)導(dǎo)和執(zhí)政過程中違反民主和法制的十種現(xiàn)象,進行嚴(yán)厲批評。這些觀點至今聽來仍振聾發(fā)聵,含義雋永,對當(dāng)前我們黨更好地科學(xué)、民主、依法執(zhí)政,全面推進依法治國,全面從嚴(yán)治黨,具有重要意義。法制不健全,以言代法。在鄧小平看來,以言代法的典型表現(xiàn)是"現(xiàn)在的問題是法律很不完備,很多
