【摘要】：我國(guó)目前正處于經(jīng)濟(jì)社會(huì)轉(zhuǎn)型期，各種利益矛盾凸顯，民生問題已經(jīng)成為當(dāng)代中國(guó)所面臨的重要問題之一。民生問題既關(guān)乎我國(guó)改革開放的成果與否，也事關(guān)社會(huì)主義和諧社會(huì)建設(shè)的成敗。延安是著名的革命老區(qū)，擁有豐富的能源資源，憑借自身的資源優(yōu)勢(shì)，延安市經(jīng)濟(jì)得到了快速發(fā)展，然而民生發(fā)展在一定程度上落后于經(jīng)濟(jì)發(fā)展的矛盾依然較為突出，民生發(fā)展不足已經(jīng)成為當(dāng)今延安政府急需解決的重要經(jīng)濟(jì)社會(huì)問題。研究延安市民生問題對(duì)于延安市經(jīng)濟(jì)社會(huì)科學(xué)發(fā)展具有重要意義。 本文在系統(tǒng)梳理馬克思主義民生理論的基礎(chǔ)上，采用理論與實(shí)踐相結(jié)合、歷史與邏輯相統(tǒng)一等方法，分析延安市民生發(fā)展的問題及其成因，并提出有利于延安市民生發(fā)展的相關(guān)政策建議。研究結(jié)論為：（1）根據(jù)相關(guān)數(shù)據(jù)分析得出延安市近年來民生雖然得到了很大程度的發(fā)展，但是延安民生發(fā)展仍存在以下問題：教育資源分布不均，公共文化資源供給不足；勞動(dòng)者素質(zhì)較為低下，就業(yè)形勢(shì)依然嚴(yán)峻；公共醫(yī)療資源較為缺乏，民營(yíng)醫(yī)院發(fā)展相對(duì)緩慢；城鄉(xiāng)居民收入和生活水平偏低，收入差距仍在持續(xù)擴(kuò)大；住房保障制度不健全，群眾居住條件仍需改善。（2）延安民生發(fā)展不足的原因在于：生產(chǎn)力不夠發(fā)達(dá)并且發(fā)展不均衡；產(chǎn)業(yè)結(jié)構(gòu)不合理；非公有制經(jīng)濟(jì)發(fā)展落后；政府對(duì)民生投入相對(duì)不足；經(jīng)濟(jì)社會(huì)發(fā)展理念落后；沒有妥善處理好民生發(fā)展過程中市場(chǎng)與政府的關(guān)系；政府政績(jī)考核體系不完善；人民群眾與政府的溝通渠道不順暢。（3）根據(jù)本文分析結(jié)果，對(duì)延安市民生發(fā)展提出以下五點(diǎn)對(duì)策建議：第一，建立適合民生發(fā)展的經(jīng)濟(jì)基礎(chǔ)；第二，合理確定民生投入規(guī)模與方向；第三，實(shí)現(xiàn)政府職能的轉(zhuǎn)變；第四，，樹立正確的執(zhí)政理念；第五，建立健全促進(jìn)民生發(fā)展相關(guān)機(jī)制。
[Abstract]:At present, our country is in the economic and social transition period, each kind of interest contradiction is prominent, the livelihood question has already become one of the important problems that the contemporary China faces. People's livelihood is not only related to the achievements of China's reform and opening up, but also related to the success or failure of the construction of a harmonious socialist society. Yan'an is a famous revolutionary old area with abundant energy resources. With its own resource advantages, Yanan's economy has developed rapidly. However, the contradiction that people's livelihood development lags behind economic development to a certain extent is still more prominent. The underdevelopment of people's livelihood has become an important economic and social problem that the Yanan government urgently needs to solve. It is of great significance to study the livelihood of Yanan city for the development of economic and social sciences. On the basis of systematically combing the Marxist theory of people's livelihood, this paper analyzes the problems and causes of Yanan's livelihood development by combining theory with practice and unifying history and logic. And put forward to Yanan City people's livelihood development related policy recommendations. The conclusions are as follows: (1) according to the analysis of relevant data, although Yanan people's livelihood has been greatly developed in recent years, there are still the following problems in Yanan's livelihood development: uneven distribution of educational resources and insufficient supply of public cultural resources; The quality of workers is relatively low, the employment situation is still grim, the public medical resources are relatively scarce, private hospitals are relatively slow development, the income and living standards of urban and rural residents are low, the income gap is still expanding; The housing security system is not perfect and the living conditions of the masses still need to be improved. (2) the reasons for the insufficient development of the people's livelihood in Yan'an lie in: the undeveloped productive forces and unbalanced development; the irrational industrial structure; the backward development of the non-public economy; The government has relatively insufficient investment in people's livelihood; the concept of economic and social development is backward; it has not properly handled the relationship between the market and the government in the process of the development of people's livelihood; The communication channel between the people and the government is not smooth. (3) according to the result of this article, the author puts forward the following five countermeasures for the development of the people's livelihood in Yan'an: first, establish the economic base suitable for the development of the people's livelihood; Second, reasonable determination of the scale and direction of people's livelihood input; third, to achieve the transformation of government functions; fourth, to establish a correct concept of governance; fifth, to establish and improve the relevant mechanisms to promote the development of people's livelihood.
