馬克思恩格斯生態(tài)思想在當(dāng)代中國的運用和發(fā)展

【摘要】:在走向生態(tài)文明新時代的進(jìn)程中,如何建設(shè)生態(tài)文明,樹立什么樣的生態(tài)文明理念,如何建立健全生態(tài)文明制度,需要我們追本溯源,去研究社會主義生態(tài)文明建設(shè)理論的智慧之源—馬克思恩格斯生態(tài)思想。本文堅持以辯證唯物主義和歷史唯物主義的思想為指導(dǎo),堅持以實踐的觀點和發(fā)展的眼界,通過歸納總結(jié)、系統(tǒng)分析、學(xué)科融合的方式對馬克思恩格斯生態(tài)思想進(jìn)行綜合研究,梳理其實質(zhì)、內(nèi)涵及其在中國特色社會主義現(xiàn)代化建設(shè)過程中的運用、豐富和發(fā)展。文章共分為四個部分。 第一章主要介紹馬克思恩格斯生態(tài)思想的主要內(nèi)容和思想脈絡(luò)。馬克思恩格斯生態(tài)思想的邏輯起點是人與自然的辯證關(guān)系,人與自然的關(guān)系是人與人關(guān)系的基礎(chǔ),人與自然的關(guān)系表現(xiàn)為持續(xù)的、永恒的物質(zhì)交換;“實踐”的觀點是貫穿其整個思想體系的理論線索,是理解人與自然關(guān)系、人與人關(guān)系的基礎(chǔ)和關(guān)鍵;對資本的本質(zhì)、特征的揭示,成為馬克思恩格斯生態(tài)思想的“探秘鑰匙”,資本的邏輯決定了資本主義生產(chǎn)方式對自然環(huán)境和人與自然之間合理物質(zhì)交換的破壞,資本導(dǎo)致的經(jīng)濟危機必然引發(fā)生態(tài)危機;“人類同自然的和解”、“人類本身的和解”是馬克思恩格斯生態(tài)思想的價值取向和理論旨?xì)w,前者為后者創(chuàng)造物質(zhì)基礎(chǔ),后者為前者提供社會前提,“兩個和解”彼此相依、和諧統(tǒng)一。 第二章主要論述馬克思恩格斯生態(tài)思想在當(dāng)代中國得到進(jìn)一步的充實和發(fā)展。方面,馬克思恩格斯生態(tài)思想給予中國社會主義現(xiàn)代化建設(shè)理論指導(dǎo),另一方面,中國社會主義現(xiàn)代化建設(shè)為馬克思恩格斯生態(tài)思想提供了實踐平臺和發(fā)展空間。循著馬克思恩格斯的思想理路,毛澤東、鄧小平、江澤民、胡錦濤等幾代中國共產(chǎn)黨領(lǐng)導(dǎo)人在建設(shè)中國特色社會主義的實踐過程中,不斷豐富和發(fā)展著馬克思恩格斯生態(tài)思想:從協(xié)調(diào)發(fā)展到可持續(xù)發(fā)展、再到科學(xué)發(fā)展;從節(jié)約資源、改善環(huán)境到加強生態(tài)環(huán)境立法,從保護(hù)環(huán)境的實質(zhì)就是保護(hù)生產(chǎn)力到建設(shè)資源節(jié)約型、環(huán)境友好型社會;從自由是對必然的認(rèn)識到人口、資源、環(huán)境之間的關(guān)系協(xié)調(diào)再到促進(jìn)人與自然的和諧;從技術(shù)革新到科學(xué)技術(shù)是第一生產(chǎn)力,從依靠科學(xué)解決環(huán)境問題到重視科技創(chuàng)新,建設(shè)生態(tài)文明;等等;這些思想既是對馬克思恩格斯生態(tài)思想的深化和拓展,也是中國特色社會主義生態(tài)文明建設(shè)理論的重要組成部分。 第三章主要對當(dāng)代中國的生態(tài)問題進(jìn)行馬克思主義分析。如果說,中國特色社會主義現(xiàn)代化建設(shè)是生態(tài)文明建設(shè)理論的實踐源泉,那么,中國當(dāng)下出現(xiàn)的環(huán)境問題和生態(tài)危機則倒逼著生態(tài)文明成為社會發(fā)展和文明進(jìn)步的至高追求。本文在對中國當(dāng)代環(huán)境問題進(jìn)行歸納整理的基礎(chǔ)上,以馬克思主義思想方法進(jìn)行綜合分析,認(rèn)為傳統(tǒng)工業(yè)思維的根本缺陷、利潤至上的資本運行邏輯、科學(xué)技術(shù)的負(fù)面效應(yīng)、以經(jīng)濟為中心的片面理解等方面是現(xiàn)行中國當(dāng)代生態(tài)危機的主要原因。 第四章論述社會主義生態(tài)文明建設(shè)理論的提出及意義。社會主義生態(tài)文明建設(shè)思想有其形成的時代背景,它既是馬克思主義生態(tài)思想在中國的繼承和發(fā)揚,也是順應(yīng)世界文明發(fā)展潮流的必然選擇;既是中國傳統(tǒng)生態(tài)智慧和發(fā)達(dá)國家經(jīng)驗教訓(xùn)的總結(jié),也是中國特色社會主義建設(shè)的目標(biāo)選擇。從黨的十六大到黨的十八大的召開,生態(tài)文明建設(shè)思想的發(fā)展經(jīng)歷了一個從準(zhǔn)備醞釀、初步形成到科學(xué)定位的過程。十八大報告指出:建設(shè)生態(tài)文明,是關(guān)系人民福祉、關(guān)乎民族未來的長遠(yuǎn)大計。面對資源約束趨緊、環(huán)境污染嚴(yán)重、生態(tài)系統(tǒng)退化的嚴(yán)峻形勢,必須樹立尊重自然、順應(yīng)自然、保護(hù)自然的生態(tài)文明理念,把生態(tài)文明建設(shè)放在突出地位,融入經(jīng)濟建設(shè)、政治建設(shè)、文化建設(shè)、社會建設(shè)各方面和全過程,努力建設(shè)美麗中國,實現(xiàn)中華民族永續(xù)發(fā)展。這就進(jìn)一步明確了社會主義生態(tài)文明建設(shè)理論的重要作用、提出背景、思想理念、本質(zhì)特征和發(fā)展目標(biāo),具有重大的理論意義。建設(shè)社會主義生態(tài)文明是社會主義的本質(zhì)要求,是展示社會主義制度優(yōu)越性的必要途徑,是落實科學(xué)發(fā)展觀的重要內(nèi)容,是實施社會主義“五位一體”總體布局的物質(zhì)支撐。建設(shè)美麗中國是中國特色社會主義生態(tài)文明建設(shè)的實踐要求,首先,要加強宣傳引導(dǎo),樹立生態(tài)文明理念,建立符合生態(tài)文明建設(shè)的評價指標(biāo)體系;其次,要轉(zhuǎn)變發(fā)展方式,著力推進(jìn)綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展,促進(jìn)社會永續(xù)發(fā)展;再次,要完善法律制度,采取切實可行的制度,構(gòu)建科學(xué)的環(huán)境監(jiān)測預(yù)警和嚴(yán)明的執(zhí)法監(jiān)督體系;第四,要加強國際合作,營造共同發(fā)展環(huán)境,為全球生態(tài)安全做出貢獻(xiàn)?傊,在社會主義生態(tài)文明建設(shè)的路徑過程中,必須將生態(tài)建設(shè)融入經(jīng)濟建設(shè)、政治建設(shè)、文化建設(shè)、社會建設(shè)各方面和全過程,才能實現(xiàn)建成美麗中國、促成中華民族永續(xù)發(fā)展的宏偉目標(biāo)。
[Abstract]:In the course of the new era of ecological civilization, how to build ecological civilization, what kind of ecological civilization concept to establish, how to establish and improve the ecological civilization system, we need to trace back to the source, to study the source of wisdom of socialist ecological civilization construction theory - Marx and Engels ecological thought. Guided by the thought of historical materialism and insisting on the view of practice and development, this paper makes a comprehensive study of Marx and Engels'ecological thought through induction, summary, system analysis and subject integration, combing its essence, connotation and its application in the process of socialist modernization with Chinese characteristics, enriching and developing. It is divided into four parts.
The logical starting point of Marx and Engels'ecological thought is the dialectical relationship between man and nature, the relationship between man and nature is the basis of the relationship between man and nature, and the relationship between man and nature shows a continuous and eternal material exchange; the viewpoint of "practice" is consistent. Through the theoretical clues of the whole ideological system, it is the basis and key to understand the relationship between man and nature and between man and man; revealing the essence and characteristics of capital becomes the "secret key" of Marx and Engels'ecological thought, and the logic of capital determines the rational material exchange between the natural environment and man and nature in the mode of capitalist production. The economic crisis caused by the destruction of capital will inevitably lead to ecological crisis; the value orientation and theoretical purpose of Marx and Engels'ecological thought are "the reconciliation between mankind and nature" and "the reconciliation of mankind itself". The former creates material basis for the latter, while the latter provides social premise for the former, and "the two reconciliations" are interdependent and harmonious.
The second chapter mainly discusses that Marx and Engels'ecological thoughts have been further enriched and developed in contemporary China. On the one hand, Marx and Engels' ecological thoughts have given theoretical guidance to China's socialist modernization construction; on the other hand, China's socialist modernization construction has provided practical platform and development for Marx and Engels'ecological thoughts. Following Marx and Engels'ideological path, Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao and other contemporary leaders of the Communist Party of China have constantly enriched and developed Marx and Engels' ecological thoughts in the process of building socialism with Chinese characteristics: from coordinated development to sustainable development, and then to scientific development; from saving resources, From improving the environment to strengthening the legislation of the ecological environment, the essence of protecting the environment is to protect the productive forces to build a resource-conserving and environment-friendly society; from the understanding that freedom is necessary to population, resources, and the coordination of the relationship between the environment to promote the harmony between man and nature; from technological innovation to science and technology is the first productive force, and from compliance Solving environmental problems scientifically, attaching importance to scientific and technological innovation and building ecological civilization, etc. These ideas are not only the deepening and development of Marx and Engels'ecological thought, but also an important part of the theory of building ecological civilization with Chinese characteristics.
The third chapter mainly carries on the Marxist analysis to the contemporary China's ecological problems. If we say that the socialist modernization construction with Chinese characteristics is the practice source of the theory of ecological civilization construction, then the environmental problems and ecological crises that appear in China at present force the ecological civilization to become the supreme pursuit of social development and civilization progress. On the basis of summing up and sorting out the contemporary environmental problems in China, this paper makes a comprehensive analysis with Marxist ideological method, and holds that the fundamental defects of traditional industrial thinking, the logic of capital operation with profit supremacy, the negative effects of science and technology, and the one-sided understanding centered on economy are the main causes of the contemporary ecological crisis in China. Chapter Four discusses the proposition and significance of the theory of socialist ecological civilization construction.The thought of socialist ecological civilization construction has its historical background.It is not only the inheritance and development of Marxist ecological thought in China, but also the inevitable choice to conform to the trend of world civilization development.It is both the traditional ecological wisdom of China and the developed countries. From the 16th National Congress of the CPC to the 18th National Congress of the CPC, the development of the idea of ecological civilization has undergone a process from preparation, preliminary formation to scientific positioning. Facing the severe situation of resource constraints, serious environmental pollution and ecosystem degradation, we must set up the concept of ecological civilization of respecting nature, conforming to nature and protecting nature, put ecological civilization construction in a prominent position, integrate into economic construction, political construction, cultural construction, all aspects and the whole process of social construction. To build a beautiful China and realize the sustainable development of the Chinese nation is of great theoretical significance. This further clarifies the important role of the theory of building socialist ecological civilization and puts forward its background, ideological concept, essential characteristics and development goals. Building socialist ecological civilization is the essential requirement of socialism and the demonstration of the superiority of socialist system. To build a beautiful China is the practical requirement of the construction of socialist ecological civilization with Chinese characteristics. First of all, we should strengthen propaganda and guidance, establish the concept of ecological civilization, and establish the evaluation in line with the construction of ecological civilization. Price index system; secondly, we should change the development mode, focus on promoting green development, cyclic development, low-carbon development, and promote sustainable social development; thirdly, we should improve the legal system, adopt practical systems, build a scientific environmental monitoring and early warning and strict law enforcement and supervision system; fourthly, we should strengthen international cooperation and create a common development environment.
