胡錦濤群眾工作理論研究

【摘要】：保持黨同人民群眾的血肉聯(lián)系，做好群眾工作，是我黨取得革命、建設(shè)、改革成功的根本原因，一切以人民群眾的利益為重，堅(jiān)持立黨為公、執(zhí)政為民，這是馬克思主義政黨與其他政黨相區(qū)別的根本標(biāo)志，也是我黨宗旨和性質(zhì)的集中體現(xiàn)。中國(guó)共產(chǎn)黨取得一切成功的原因，在于堅(jiān)持群眾路線，做好群眾工作，當(dāng)前以及今后，仍然必須堅(jiān)持做好群眾工作不動(dòng)搖。經(jīng)濟(jì)工作是國(guó)家和黨的中心工作，但思想和社會(huì)管理領(lǐng)域，，同樣舉足輕重。人民福祉、幸福度，關(guān)系民生大計(jì)、國(guó)之根本。過(guò)往歷史和社會(huì)的變遷，都是人民群眾自發(fā)追求自身利益的結(jié)果。 中國(guó)共產(chǎn)黨向來(lái)重視群眾，把人民群眾的支持擁護(hù)始終放在第一位，把人民群眾的支持、擁護(hù)、滿意，作為一切工作的出發(fā)點(diǎn)和衡量標(biāo)準(zhǔn)，作為黨“以人為本、執(zhí)政為民”本質(zhì)的根本體現(xiàn)。黨的十六大以來(lái)，胡錦濤在繼承幾代中央領(lǐng)導(dǎo)集體群眾觀的基礎(chǔ)上，發(fā)展了黨的群眾觀點(diǎn)和群眾路線、創(chuàng)新了群眾工作的方式和方法、拓展了群眾工作的途徑和思路，形成了新形勢(shì)下做好群眾工作的新思想。胡錦濤的群眾工作理論，是關(guān)于新形勢(shì)下的群眾、群眾工作及其做好群眾工作、正確處理黨群、干群關(guān)系的學(xué)說(shuō)。認(rèn)真學(xué)習(xí)、梳理、研究胡錦濤的群眾工作理論，既有現(xiàn)實(shí)的指導(dǎo)意義，也有深遠(yuǎn)的歷史意義。 本文運(yùn)用文獻(xiàn)檢索法、分類歸類法，從認(rèn)真研究中央宣傳部理論局編寫(xiě)的《論黨的群眾工作——重要文獻(xiàn)摘編》入手,結(jié)合細(xì)讀中央文獻(xiàn)出版社出版的《十六大以來(lái)重要文獻(xiàn)選編》(上、中、下)、《十七大以來(lái)重要文獻(xiàn)選編》（上、中、下），以及見(jiàn)諸于《人民日?qǐng)?bào)》的胡錦濤2003年至2012年在各種會(huì)議和場(chǎng)合的重要講話精神，并參考國(guó)內(nèi)外學(xué)者對(duì)胡錦濤群眾工作理論的研究，沿著“提出問(wèn)題——尋找答案——得出結(jié)論”的路徑，較為全面地梳理了胡錦濤關(guān)于群眾工作的論述，初步厘清了胡錦濤關(guān)于群眾工作理論的基本內(nèi)容和對(duì)馬克思主義群眾工作理論的重要貢獻(xiàn)，形成了較為完整、系統(tǒng)的胡錦濤的群眾工作理論。 本文主要從六個(gè)方面梳理了胡錦濤群眾工作理論基本內(nèi)容，即群眾工作的重要性、牢固樹(shù)立群眾觀點(diǎn)、堅(jiān)持群眾路線、站穩(wěn)群眾立場(chǎng)、群眾工作的主要任務(wù)、提高群眾工作的本領(lǐng)。同時(shí)概括了胡錦濤群眾工作理論的基本特征、主題、主線，胡錦濤群眾工作理論對(duì)黨的群眾觀點(diǎn)和路線、群眾工作方式方法途徑思路的貢獻(xiàn)，在全面、完整性上對(duì)胡錦濤群眾工作理論研究做出了一定貢獻(xiàn)。文章結(jié)構(gòu)如下： 一、引言。主要由選題背景、國(guó)內(nèi)外研究現(xiàn)狀、選題的理論意義和實(shí)踐意義、創(chuàng)新之處組成。 二、胡錦濤群眾工作理論的理論基礎(chǔ)和實(shí)踐基礎(chǔ)。通過(guò)對(duì)馬克思主義群眾觀、中國(guó)傳統(tǒng)文化中的民本思想、中共幾代領(lǐng)導(dǎo)集體的群眾觀詳細(xì)論述，厘清胡錦濤群眾工作理論的理論來(lái)源；結(jié)合國(guó)際（北非中東持續(xù)動(dòng)蕩）、國(guó)內(nèi)（群體性事件持續(xù)不斷）群眾工作實(shí)踐，闡述胡錦濤群眾工作理論的實(shí)踐基礎(chǔ)。 三、胡錦濤群眾工作理論的主要內(nèi)容。本文將胡錦濤群眾工作理論初步概括為六個(gè)方面，即群眾工作的重要性、牢固樹(shù)立群眾觀點(diǎn)、堅(jiān)持群眾路線、站穩(wěn)群眾立場(chǎng)、群眾工作的任務(wù)、提高群眾工作能力等。 四、胡錦濤群眾工作理論的基本特征、主題、主線。本文認(rèn)為，胡錦濤群眾工作理論具有時(shí)代性、群眾性、科學(xué)性、實(shí)踐性四個(gè)特征，其理論主題是“以人為本、執(zhí)政為民”，貫穿始終的主線是“實(shí)現(xiàn)好、維護(hù)好、發(fā)展好最廣大人民群眾的根本利益”。 五、胡錦濤群眾工作理論的貢獻(xiàn)。胡錦濤群眾工作理論，對(duì)我黨群眾工作理論有重要的貢獻(xiàn)：發(fā)展了黨的群眾觀點(diǎn)和群眾路線，創(chuàng)新了做好新形勢(shì)下群眾工作的方式和方法，拓展了新形勢(shì)下做好群眾工作的途徑和思路。 六、結(jié)論：對(duì)全文進(jìn)行總結(jié)。
