【摘要】：雖然馬克思沒有系統(tǒng)化的國家理論,但其對現(xiàn)代資本主義國家的批判,對無產(chǎn)階級專政的初步構(gòu)想,為社會主義國家建設(shè)及治理提供了基本原則與方法論指導(dǎo)。由此在十八屆三中全會上,習(xí)近平總書記以馬克思國家理論為基礎(chǔ),提出了推進(jìn)國家治理能力和治理體系現(xiàn)代化,這一全面深化改革的總目標(biāo)。本文以馬克思國家理論為指導(dǎo),從我國國家治理的實際出發(fā),借鑒前蘇聯(lián)社會主義國家的治理經(jīng)驗,探尋國家治理現(xiàn)代化對馬克思國家理論的新發(fā)展。本文分為三個主要部分,首先從國家治理出發(fā),對國家治理和國家治理現(xiàn)代化進(jìn)行概述。闡述了國家治理的界定和其發(fā)展變遷的過程,再從當(dāng)代國家治理的發(fā)展趨勢中延伸出符合這一趨勢的國家治理現(xiàn)代化,由此對國家治理現(xiàn)代化的內(nèi)容提出背景進(jìn)行闡述,將國家治理和國家治理現(xiàn)代化進(jìn)行緊密結(jié)合。其次本文追溯到國家治理現(xiàn)代化的理論基礎(chǔ)也就是馬克思國家理論。對馬克思國家理論的來源,主要內(nèi)容和發(fā)展歷程進(jìn)行分析和研究,由此之后再探究前蘇聯(lián)和我國對馬克思國家理論的實踐和發(fā)展及其對國家治理方面的探索。最后一部分具體闡述國家治理現(xiàn)代化對馬克思國家理論的新發(fā)展。在國家治理現(xiàn)代化對馬克思國家理論的發(fā)展的具體內(nèi)容上,文章從兩個大的方面進(jìn)行了闡述,分別是國家治理現(xiàn)代化對國家與社會主義社會關(guān)系上的發(fā)展和對馬克思國家職能理論的發(fā)展。國家治理現(xiàn)代化的提出基于我國的社會現(xiàn)實,認(rèn)識到目前國家的階級壓迫屬性不再是突出的部分,國家治理的重點應(yīng)該放在努力建設(shè)發(fā)展社會主義上,而提出的國家治理現(xiàn)代化能夠日益復(fù)雜的社會關(guān)系。國家治理現(xiàn)代化發(fā)展和健全了社會主義國家的治理體系和治理制度,并且使國家與社會的關(guān)系從對立,發(fā)展到國家、社會、市場共同發(fā)展。此外在國家治理治理現(xiàn)代化對馬克思國家思想中國家職能理論進(jìn)行的發(fā)展方面,國家治理現(xiàn)代化使國家的政治統(tǒng)治職能向被人民認(rèn)可的政治信任和政治認(rèn)同發(fā)展,并且其涵蓋的七個領(lǐng)域的現(xiàn)代化國家治理也是對馬克思國家思想中社會管理職能的豐富。本文系統(tǒng)的論述了國家治理現(xiàn)代化及其與馬克思國家理論之間的關(guān)系和前者對后者的新發(fā)展。
[Abstract]:Although Marx had no systematic state theory, his criticism of modern capitalist countries and his initial conception of proletarian dictatorship provided basic principles and methodological guidance for the construction and governance of socialist countries. Thus, at the third Plenary session of the 18th CPC Central Committee, General Secretary Xi Jinping, based on Marx's theory of state, put forward the overall goal of promoting the modernization of the national governance capacity and governance system, which is the overall goal of comprehensively deepening the reform. Under the guidance of Marx's theory of state, starting from the reality of state governance in our country, and drawing lessons from the experience of the former Soviet Union's socialist countries, this paper explores the new development of the modernization of state governance to Marx's theory of state. This paper is divided into three main parts. Firstly, it summarizes the state governance and its modernization from the point of view of state governance. This paper expounds the definition of national governance and the process of its development and vicissitude, then extends out the modernization of national governance which accords with this trend from the development trend of contemporary state governance, and then expounds the background of the content of the modernization of national governance. State governance and the modernization of state governance are closely integrated. Secondly, this paper goes back to the theoretical basis of the modernization of state governance, that is, Marx's theory of state. This paper analyzes and studies the source, main content and development course of Marx's theory of state, and then probes into the practice and development of Marx's theory of state in the former Soviet Union and our country, as well as its exploration on the governance of the country. The last part elaborates the new development of Marx's theory of state. On the specific content of the development of Marx's theory of state in the modernization of state governance, the article expounds from two major aspects. It is the development of the relationship between the state and socialism by the modernization of state governance and the development of Marx's theory of state function. The modernization of state governance is put forward on the basis of the social reality of our country. It is recognized that the class oppressive attribute of the country is no longer a prominent part, and that the focus of state governance should be on building and developing socialism. The proposed modernization of national governance can increasingly complex social relations. The modernization of national governance has developed and perfected the governance system and system of governance in socialist countries, and has made the relationship between the state and society develop from opposition to common development of the state, society and market. In addition, the modernization of state governance develops the theory of state function in Marx's thought of state administration, which makes the political ruling function of the country develop into the political trust and political identity recognized by the people. And it covers seven fields of modern state governance is also rich in Marx's national thought of social management functions. This paper systematically discusses the relationship between the modernization of state governance and Marx's theory of state and the new development of the former to the latter.
