【摘要】：新形勢下,加強(qiáng)社會主義協(xié)商民主建設(shè),不斷豐富中國特色社會主義民主政治的內(nèi)涵,為實(shí)現(xiàn)黨群關(guān)系的和諧、優(yōu)化指明了方向。協(xié)商民主有利于保障權(quán)力行使的公正性,有利于保障和實(shí)現(xiàn)人民群眾的利益訴求,同時(shí)也有利于鞏固黨的執(zhí)政地位,提高黨的執(zhí)政能力。面對協(xié)商主體缺乏實(shí)質(zhì)性平等,協(xié)商程序缺乏公開透明,協(xié)商過程中公眾參與性不足等問題,要積極提高群眾參政熱情,在協(xié)商主體平等對話、協(xié)商程序公開透明和廣大人民群眾的積極參與中構(gòu)建和諧黨群關(guān)系。
[Abstract]:Under the new situation, we should strengthen the construction of socialist consultation democracy, enrich the connotation of socialist democratic politics with Chinese characteristics, and point out the direction for realizing the harmony of the relationship between the Party and the masses and optimizing it. Consultation democracy is conducive to safeguarding the fairness of the exercise of power, to safeguarding and realizing the interests of the people, to consolidating the ruling position of the Party and to improving its governing ability. In the face of such problems as the lack of substantive equality in the subject of consultation, the lack of transparency in the procedure of consultation and the insufficient participation of the public in the consultation process, it is necessary to actively increase the enthusiasm of the masses for political participation and to engage in equal dialogue in the subject of consultation The consultation procedure is open and transparent and the masses of the people actively participate in building a harmonious relationship between the Party and the masses.
