【摘要】：群眾來(lái)信來(lái)訪作為黨和政府密切聯(lián)系人民群眾的紐帶和橋梁，是人民群眾反映社情民意，表達(dá)意愿要求，，提出建議、批評(píng)的重要渠道。對(duì)維護(hù)社會(huì)的和諧穩(wěn)定有著重要的作用。毛澤東在長(zhǎng)期處理人民群眾來(lái)信來(lái)訪過(guò)程中形成了一系列具體的、適應(yīng)國(guó)情的工作方法。本文在對(duì)毛澤東對(duì)待群眾來(lái)信來(lái)訪工作方法的歷史考察基礎(chǔ)上，將這些工作方法概括起來(lái)就是：堅(jiān)持群眾路線，滿足人民群眾的正當(dāng)要求；深入群眾生產(chǎn)生活，注重調(diào)查研究；用實(shí)事求是的態(tài)度，面對(duì)具體的信訪問(wèn)題要具體分析；對(duì)待人民內(nèi)部之間的矛盾要分類分析，正確處理；耐心說(shuō)服，做好信訪疏導(dǎo)工作；使用通俗易懂接近群眾生活的語(yǔ)言；確立“分級(jí)負(fù)責(zé)、歸口辦理”的信訪辦理制度和程序；反對(duì)官僚主義和命令主義的錯(cuò)誤工作方法�？偨Y(jié)這些工作方法和經(jīng)驗(yàn)，對(duì)做好新時(shí)期信訪工作，強(qiáng)化信訪工作人員的意識(shí)，建設(shè)一支高素質(zhì)的信訪干部隊(duì)伍；轉(zhuǎn)變政府職能，建立信訪工作崗位責(zé)任機(jī)制；發(fā)展經(jīng)濟(jì)，從根源上解決群眾的非制度化信訪問(wèn)題；以人為本、關(guān)注民生，保障人民群眾的合法權(quán)益；強(qiáng)化信訪法律約束，引導(dǎo)群眾通過(guò)法律途徑尋求救濟(jì)；推進(jìn)信訪執(zhí)行體制改革，增強(qiáng)信訪決定的執(zhí)行力有重要的啟示。
[Abstract]:As a link and bridge between the Party and the government, the masses' letters and visits are an important channel for the masses to reflect the social conditions and public opinions, express their wishes and demands, put forward suggestions, and criticize the masses. It plays an important role in maintaining social harmony and stability. Mao Zedong has formed a series of concrete and suitable working methods in the process of dealing with people's letters and visits for a long time. Based on the historical investigation of Mao Zedong's methods of dealing with letters and visits from the masses, this paper summarizes these working methods as follows: adhere to the mass line, meet the legitimate demands of the masses, go deep into the production and life of the masses and pay attention to the investigation and study; With the attitude of seeking truth from facts, we should make concrete analysis in the face of specific problems of letters and visits; we should classify and analyze the contradictions among the people and handle them correctly; we should be patient in persuading and doing a good job in the persuasion of letters and visits; and we should use the language which is easy to understand and close to the life of the masses. To establish a system and procedures for handling letters and visits in a hierarchical and responsible manner, and to oppose the erroneous working methods of bureaucracy and authoritarianism. Summing up these working methods and experiences, we should do a good job in the work of letters and visits in the new period, strengthen the awareness of the staff of letters and visits, build a contingent of high-quality cadres of letters and visits, change government functions, establish a mechanism for the responsibility of letters and visits, and develop the economy. To solve the problem of non-institutionalized letters and visits of the masses at the root; to put people first, to pay attention to the people's livelihood, to protect the legitimate rights and interests of the people; to strengthen the legal restrictions on letters and visits, to guide the masses to seek relief through legal channels; to promote the reform of the system of petition and petition implementation. It has important enlightenment to strengthen the execution ability of letter and visit decision.
