【摘要】：鄧小平的分配公平思想是鄧小平理論的組成部分,是對馬克思、恩格斯和毛澤東的分配公平思想的繼承和發(fā)展,是結(jié)合中國實際的中國化的馬克思主義。文章首先對鄧小平分配公平思想的理論來源、形成過程、內(nèi)容進(jìn)行了梳理；接著分析了當(dāng)前中國分配制度的現(xiàn)狀：肯定了中國分配制度改革取得的成績,指出了中國分配制度存在的問題,尤其是深入分析了分配不公的問題；對城鄉(xiāng)之間、地區(qū)之間、沿海與內(nèi)地之間、行業(yè)之間勞動者個人之間的收入差距擴大的原因進(jìn)行了深入分析；最后,在鄧小平分配公平思想指導(dǎo)下,針對分配中存在的問題,提出了解決收入分配不公的對策：首先是提高生產(chǎn)力、擴大財富總量從而提高分配公平的水平；完善公平的收入分配政策。其次統(tǒng)籌區(qū)域、城鄉(xiāng)、沿海與內(nèi)地發(fā)展,促進(jìn)收入分配公平；打擊壟斷縮小行業(yè)差距,加大打擊非法致富的力度；并著重論證了健全法制,運用法律手段來規(guī)范收入分配秩序的重要性。再次具體分析了中國政府調(diào)節(jié)收入再分配的政策手段；通過完善社會保障制度和收入分配中的稅收調(diào)節(jié)機制促進(jìn)再分配的公平,并強調(diào)政府應(yīng)加大對公共服務(wù)的支出；最后,闡述了教育公平的重要性,提出了堅持教育優(yōu)先發(fā)展戰(zhàn)略,實現(xiàn)教育的公平,提高勞動者自身素質(zhì)和能力才能從根本上解決收入分配差距問題。
[Abstract]:Deng Xiaoping ' s theory of distributive justice is an integral part of Deng Xiaoping ' s theory . It is the inheritance and development of the distribution fairness thought of Marx , Engels and Mao Zedong . It is a Marxist which combines with China ' s actual China .
Then the present situation of China ' s distribution system is analyzed : the achievements of the reform of China ' s distribution system are affirmed , and the problems existing in China ' s distribution system are pointed out .
An in - depth analysis of the causes of the widening income gap between urban and rural areas , between areas , between the coastal and the Mainland , and among the workers in the industry ;
Finally , under the guidance of Deng Xiaoping ' s distributive justice , aiming at the problems existing in the distribution , the countermeasures to solve the inequality of income distribution are put forward : first , to improve the productivity and expand the total wealth so as to raise the level of distribution fairness ;
Improve the equitable income distribution policy . Second , the regional , urban and rural , coastal and inland development will be integrated to promote the fairness of income distribution ;
To strike a monopoly on narrowing the gap between industries and intensify efforts to combat illegal enrichment ;
Moreover , the importance of strengthening the rule of law and using legal means to regulate the order of income distribution has been demonstrated . The policy measures for the Chinese government to adjust the redistribution of income are analyzed again .
By improving the tax adjustment mechanism in the social security system and income distribution to promote the fairness of redistribution , the government should increase the expenditure on public services ;
Finally , this paper expounds the importance of educational equity , puts forward the strategy of priority development of education , realizes the fairness of education , improves the quality and ability of the workers , so as to solve the problem of income distribution gap .
