【摘要】：可持續(xù)發(fā)展的本質(zhì)是實(shí)現(xiàn)經(jīng)濟(jì)、社會(huì)、資源和環(huán)境的協(xié)調(diào)發(fā)展,在滿(mǎn)足當(dāng)代人需要的同時(shí),不損害后代人的需求和利益。由于不同區(qū)域其資源稟賦、環(huán)境條件和經(jīng)濟(jì)社會(huì)發(fā)展之間存在較大區(qū)別。因此,對(duì)可持續(xù)發(fā)展和可持續(xù)發(fā)展戰(zhàn)略的研究需要落實(shí)在一個(gè)特定的區(qū)域上。近年來(lái),隨著區(qū)域可持續(xù)發(fā)展相關(guān)研究的不斷深入和區(qū)域可持續(xù)發(fā)展戰(zhàn)略的具體實(shí)施,人們?cè)絹?lái)越意識(shí)到,區(qū)域可持續(xù)發(fā)展能力是區(qū)域可持續(xù)發(fā)展戰(zhàn)略目標(biāo)實(shí)現(xiàn)的前提和基礎(chǔ),它從根本上決定著可持續(xù)發(fā)展戰(zhàn)略實(shí)施的方向和落腳點(diǎn)及其實(shí)現(xiàn)程度,集中體現(xiàn)著區(qū)域的發(fā)展?jié)摿桶l(fā)展后勁。因此,開(kāi)展區(qū)域可持續(xù)發(fā)展能力研究,分析其內(nèi)涵與構(gòu)成、形成機(jī)理、定量評(píng)價(jià)以及能力建設(shè)等,具有重要的理論與現(xiàn)實(shí)意義。 本文在總結(jié)和借鑒前人研究成果的基礎(chǔ)上,對(duì)科學(xué)發(fā)展觀視域下的區(qū)域可持續(xù)發(fā)展能力進(jìn)行了較為深入的研究,并得出相應(yīng)的結(jié)論。 (1)區(qū)域可持續(xù)發(fā)展能力作為一個(gè)較新的研究領(lǐng)域,其形成與發(fā)展也有相應(yīng)的理論溯源。本文從區(qū)域發(fā)展理論、可持續(xù)發(fā)展理論、能力理論和系統(tǒng)科學(xué)理論等方面,對(duì)區(qū)域可持續(xù)發(fā)展能力的相關(guān)理論進(jìn)行了總結(jié)和歸納,從而為本研究分析框架的構(gòu)建以及后續(xù)研究的開(kāi)展奠定了理論基礎(chǔ)。 (2)區(qū)域可持續(xù)發(fā)展能力是一個(gè)復(fù)雜的系統(tǒng)結(jié)構(gòu),具有區(qū)域性、綜合性和復(fù)雜性等特征。本文結(jié)合上述理論分析,界定了區(qū)域可持續(xù)發(fā)展能力的內(nèi)涵,運(yùn)用系統(tǒng)科學(xué)的思想和成果,將區(qū)域可持續(xù)發(fā)展能力看作是支撐能力、發(fā)展能力、協(xié)調(diào)能力和持續(xù)能力等四個(gè)子系統(tǒng)所構(gòu)成的有機(jī)系統(tǒng),并分析了各子系統(tǒng)的具體構(gòu)成及其相互作用。在研究方法上,運(yùn)用專(zhuān)家群體問(wèn)卷調(diào)查和灰色統(tǒng)計(jì)分析法,對(duì)區(qū)域可持續(xù)發(fā)展能力的構(gòu)成指標(biāo)進(jìn)行量化篩選,明確了區(qū)域可持續(xù)發(fā)展能力的系統(tǒng)構(gòu)成,同時(shí)也為后續(xù)評(píng)價(jià)研究奠定了前提基礎(chǔ)。 (3)區(qū)域可持續(xù)發(fā)展能力的形成過(guò)程是一個(gè)多要素耦合的過(guò)程。本文首先分析了區(qū)域可持續(xù)發(fā)展能力形成的邏輯起點(diǎn),即人類(lèi)需求的變化和需求缺口的補(bǔ)充對(duì)區(qū)域可持續(xù)發(fā)展能力的形成所起到的誘發(fā)作用。其次,從信息化、新型工業(yè)化、市場(chǎng)化、新技術(shù)化和制度優(yōu)效化等五個(gè)方面闡述了區(qū)域可持續(xù)發(fā)展能力形成的推進(jìn)因素。再次,結(jié)合上述兩方面的分析,構(gòu)建了區(qū)域可持續(xù)發(fā)展能力形成的動(dòng)力機(jī)制模型。最后,從區(qū)域可持續(xù)發(fā)展能力各構(gòu)成子系統(tǒng)間的協(xié)同關(guān)系和協(xié)同度的測(cè)量方面,對(duì)區(qū)域可持續(xù)發(fā)展能力形成的協(xié)同機(jī)制進(jìn)行了分析。 (4)對(duì)區(qū)域可持續(xù)發(fā)展能力開(kāi)展定量評(píng)價(jià),可有效識(shí)別其進(jìn)展程度,為可持續(xù)發(fā)展戰(zhàn)略的制定提供科學(xué)依據(jù)。本文借助上述經(jīng)過(guò)科學(xué)檢驗(yàn)的指標(biāo)體系作為區(qū)域可持續(xù)發(fā)展能力評(píng)價(jià)指標(biāo)體系,并依據(jù)科學(xué)性、簡(jiǎn)單實(shí)用性原則構(gòu)建了綜合評(píng)價(jià)模型,然后,為了驗(yàn)證了評(píng)價(jià)模型的科學(xué)性與合理性,以?xún)?nèi)蒙古呼、包、鄂三個(gè)地區(qū)為例,通過(guò)數(shù)據(jù)收集與處理,運(yùn)用該評(píng)價(jià)模型,對(duì)三個(gè)地區(qū)的可持續(xù)發(fā)展能力進(jìn)行縱向、橫向評(píng)價(jià),并得出了三個(gè)地區(qū)可持續(xù)發(fā)展能力的變化特點(diǎn)和發(fā)展規(guī)律。 (5)區(qū)域可持續(xù)發(fā)展能力建設(shè)的成效、綜合支撐作用的強(qiáng)弱在很大程度上決定著區(qū)域可持續(xù)發(fā)展的命運(yùn)。本文結(jié)合區(qū)域可持續(xù)發(fā)展能力建設(shè)的內(nèi)涵與實(shí)踐,從基礎(chǔ)支持能力建設(shè)、持續(xù)帶動(dòng)能力建設(shè)、社會(huì)軟性能力建設(shè)和政府調(diào)控能力建設(shè)等四方面構(gòu)建了區(qū)域可持續(xù)發(fā)展能力建設(shè)體系,結(jié)合各能力建設(shè)子系統(tǒng)的特點(diǎn),系統(tǒng)闡述了其建設(shè)內(nèi)容和建設(shè)對(duì)策等,從而為有效培育區(qū)域可持續(xù)發(fā)展能力、真正落實(shí)區(qū)域可持續(xù)發(fā)展戰(zhàn)略目標(biāo)等奠定基礎(chǔ)。 (6)可持續(xù)發(fā)展能力系統(tǒng)存在于可持續(xù)發(fā)展力系統(tǒng)之中,并通過(guò)可持續(xù)發(fā)展力,轉(zhuǎn)化為推進(jìn)可持續(xù)發(fā)展的現(xiàn)實(shí)動(dòng)力。本文提出了可持續(xù)發(fā)展力及其系統(tǒng)的概念,解析了其內(nèi)部潛在支撐力、發(fā)展能動(dòng)力、協(xié)調(diào)聚集力、互動(dòng)持續(xù)力子系統(tǒng)的關(guān)系；構(gòu)建了原動(dòng)力、學(xué)習(xí)力、創(chuàng)新力、科技力和調(diào)控力的推進(jìn)要素體系；研究探討了可持續(xù)發(fā)展的動(dòng)力機(jī)制,即從可持續(xù)發(fā)展力的推進(jìn)體系,到可持續(xù)發(fā)展能力推動(dòng)因素,再將可持續(xù)發(fā)展能力傳導(dǎo)進(jìn)入可持續(xù)發(fā)展力系統(tǒng),最終推進(jìn)可持續(xù)發(fā)展系統(tǒng)實(shí)現(xiàn)躍遷的基本原理。
[Abstract]:The essence of sustainable development is to realize the coordinated development of economy, society, resources and environment. It does not damage the needs and interests of future generations while meeting the needs of contemporary people. There is a great difference between the natural resources, the environmental conditions and the economic and social development in different regions. In recent years, with the continuous development of regional sustainable development and the implementation of regional sustainable development strategy, people have become more and more aware that regional sustainable development ability is the prerequisite and foundation for the realization of regional sustainable development strategic objectives, which fundamentally determines sustainable development. The direction, the foothold and the realization degree of the implementation of the exhibition strategy focus on the development potential and the strength of the region. Therefore, it is of great theoretical and practical significance to carry out the research on the regional sustainable development capacity and to analyze its connotation and composition, the formation mechanism, the quantitative evaluation and the capacity building.
On the basis of summing up and drawing on the achievements of previous studies, this paper makes a more in-depth study on the regional sustainable development ability of Scientific Outlook on Development in the field of view, and draws the corresponding conclusions.
(1) the ability of regional sustainable development as a new field of research, its formation and development also has a corresponding theoretical source. This paper summarizes and summarizes the relevant theories of regional sustainable development ability from the theory of regional development, the theory of sustainable development, the theory of capacity and the theory of system science. The construction of the framework and the subsequent research have laid a theoretical foundation.
(2) the regional sustainable development ability is a complex system structure, which has the characteristics of regional, comprehensive and complex. This paper, combining the above theoretical analysis, defines the connotation of regional sustainable development ability, and uses the ideas and achievements of system science to regard the regional sustainable development ability as the supporting capacity, the development ability and the coordination ability. The organic system composed of four subsystems, such as the sustainability and so on, is used to analyze the specific composition and interaction of the subsystems. In the study method, the expert group questionnaire survey and the grey statistical analysis method are used to quantify the components of the regional sustainable development capability, and the system of regional sustainable development ability is clarified. It also provides a precondition for subsequent evaluation research.
(3) the formation process of regional sustainable development ability is a multi factor coupling process. Firstly, this paper analyzes the logical starting point of the formation of regional sustainable development ability, namely, the change of human demand and the supplement of demand gap on the formation of regional sustainable development ability. Secondly, from information and new industrialization, In the five aspects of marketization, new technology and system optimization, this paper expounds the advancing factors of the formation of regional sustainable development capability. Thirdly, combined with the analysis of the above two aspects, the dynamic mechanism model of the formation of regional sustainable development ability is constructed. Finally, the cooperative relationship and coordination among the subsystems of regional sustainable development ability are formed. The synergy mechanism of the formation of regional sustainable development capacity is analyzed.
(4) the quantitative evaluation of regional sustainable development ability can effectively identify its progress and provide scientific basis for the formulation of sustainable development strategy. In this paper, the index system which has been tested by science is used as an evaluation index system for regional sustainable development ability, and a comprehensive evaluation is constructed according to the principle of science and simple practicality. Then, in order to verify the scientificity and rationality of the evaluation model, taking the Inner Mongolia Hubei, Bao and Hubei three areas as an example, through data collection and processing, the evaluation model is used to carry out longitudinal and horizontal evaluation on the sustainable development ability of the three regions, and the characteristics and development rules of the sustainable development ability of the three regions are obtained.
(5) the effectiveness of regional sustainable development capacity construction and the strength of the comprehensive support function determine the fate of regional sustainable development to a great extent. This paper combines the connotation and practice of regional sustainable development capacity construction, from the construction of basic support capacity, continuous driving capacity building, social soft capacity construction and government regulation and control capacity construction. The construction of regional sustainable development capacity building system has been constructed in four aspects, and the construction content and countermeasures are systematically expounded in combination with the characteristics of various capacity building subsystems, which will lay the foundation for the effective cultivation of regional sustainable development ability and the real implementation of regional sustainable development strategic objectives.
(6) the sustainable development capacity system exists in the sustainable development power system, and through the sustainable development power, it is transformed into the realistic power to promote sustainable development. This paper puts forward the sustainable development power and the concept of its system, and analyzes its internal potential support, the development power, the coordination of the gathering force, the relationship of the interactive continuous force subsystem. The propulsion, learning, innovation, scientific and regulatory forces are constructed, and the dynamic mechanism of sustainable development is discussed, that is, from the propelling system of sustainable development to sustainable development capability, and the ability to carry the sustainable development ability into the sustainable development system, and finally to promote sustainable development. The basic principle of the extension system to realize the transition.
