【摘要】：民主執(zhí)政是中國共產(chǎn)黨執(zhí)政的本質(zhì)要求，中國共產(chǎn)黨的民主執(zhí)政就是要堅持為人民執(zhí)政、靠人民執(zhí)政，發(fā)展中國特色社會主義民主政治，推進社會主義民主政治的制度化、規(guī)范化、程序化，以民主的制度、民主的形式、民主的手段支持和保證人民當(dāng)家作主。民主是黨的民主執(zhí)政的核心理念、是其靈魂，人民民主是社會主義的生命，黨的民主執(zhí)政為中國特色社會主義民主政治提供了堅實基礎(chǔ)。所以，堅持和發(fā)展民主執(zhí)政是中國共產(chǎn)黨執(zhí)政的神圣使命，是擺在全黨面前的一個重大歷史性課題。 本文在學(xué)術(shù)界研究的基礎(chǔ)上，重點探討中國共產(chǎn)黨對民主執(zhí)政的歷史探索過程及其經(jīng)驗，重點探討在中國國情下黨的民主執(zhí)政的實現(xiàn)路徑問題，深入總結(jié)和研究我黨民主執(zhí)政經(jīng)驗，運用黨對民主執(zhí)政規(guī)律性的認識，力圖完善黨民主執(zhí)政的具體方式和路徑，積極穩(wěn)妥地推進黨的民主執(zhí)政實踐。 本文共分四個部分： 第一章主要論述本文選題的意義、本文涉及的基本概念和理論范疇。文章提出，民主執(zhí)政已經(jīng)成為世界各國執(zhí)政黨的主要執(zhí)政方式，理論界對于民主執(zhí)政的研究是持續(xù)、不間斷的，已經(jīng)出現(xiàn)了一大批研究成果，本文進行了比較系統(tǒng)的梳理總結(jié)。本文提出的馬克思主義經(jīng)典作家的民主與民主執(zhí)政思想與實踐，包括西方的民主理論,都為中國共產(chǎn)黨推進民主執(zhí)政提供了重要的理論和經(jīng)驗借鑒。隨著社會的發(fā)展，以及世情、國情、黨情的變化，我們黨需要結(jié)合中國現(xiàn)實和未來發(fā)展藍圖，不斷改進執(zhí)政方式，提高黨的民主執(zhí)政能力。 第二章主要對中國共產(chǎn)黨民主執(zhí)政的歷史進行探索。本文認為，中國共產(chǎn)黨是一個具有豐富執(zhí)政經(jīng)驗的政黨，在民主革命時期黨對民主執(zhí)政進行了探索，經(jīng)歷了井岡山革命根據(jù)地時期和中央革命根據(jù)地時期的探索，特別是抗戰(zhàn)時期在陜甘寧邊區(qū)的探索，黨和毛澤東對建設(shè)人民民主的社會主義制度開始進行戰(zhàn)略構(gòu)想，提出走民主政治的新路。全國執(zhí)政后黨對民主執(zhí)政的探索出現(xiàn)了一些曲折。隨著改革開放的發(fā)展，黨不斷推進中國特色社會主義民主政治建設(shè)，要求全黨做到科學(xué)執(zhí)政，民主執(zhí)政，依法執(zhí)政，黨對民主執(zhí)政新路的探索逐步成熟。對黨民主執(zhí)政的歷史進行總結(jié)和梳理，，可以汲取寶貴經(jīng)驗，提高黨的民主執(zhí)政水平，進一步促進我國民主政治的發(fā)展。 第三章研究中國共產(chǎn)黨民主執(zhí)政的基本現(xiàn)狀。本文認為，改革開放以來，黨在民主執(zhí)政的探索中取得了相當(dāng)大的成就：政治體制改革和民主政治建設(shè)不斷進步，基層民主得到了發(fā)展，黨內(nèi)民主也不斷發(fā)展，依法治國全面落實，加強了對權(quán)力的制約和監(jiān)督，取得了寶貴的經(jīng)驗。但是，現(xiàn)階段黨的民主執(zhí)政還存在一些問題，包括黨的傳統(tǒng)執(zhí)政方式路徑依賴的影響，部分領(lǐng)導(dǎo)干部民主意識薄弱的問題，還有我國政治體制改革滯后的問題。要克服這些問題，要求我們黨在探索的過程中完善民主執(zhí)政的理論并進行有效的實踐。 第四章探討中國共產(chǎn)黨民主執(zhí)政的路徑。這是本文的重點部分。本文提出，中國共產(chǎn)黨民主執(zhí)政的現(xiàn)實條件已經(jīng)逐步成熟，認為推進民主執(zhí)政、支持和保證人民當(dāng)家作主不是一個抽象的概念，要落到實處，要有具體的實現(xiàn)路徑，要經(jīng)歷長期艱難的探索實踐。根據(jù)黨的十八大和十八屆三中全會精神，文章提出了實現(xiàn)黨民主執(zhí)政的四個有效路徑：首先，國家民主是民主執(zhí)政的核心內(nèi)容，要堅持走中國特色社會主義民主政治發(fā)展道路，推進國家治理體系和治理能力現(xiàn)代化，支持和保證人民通過人民代表大會行使國家權(quán)力，健全社會主義協(xié)商民主制度；其次，基層民主建設(shè)是民主執(zhí)政的關(guān)鍵；再次，黨內(nèi)民主建設(shè)是民主執(zhí)政的基礎(chǔ)，要堅持民主集中制，保障黨員主體地位，健全黨內(nèi)民主制度體系；最后，還要積極培養(yǎng)民主執(zhí)政相關(guān)要素，積極支持社會組織的發(fā)展，推進網(wǎng)絡(luò)民主政治的發(fā)展，加強黨的民主執(zhí)政文化建設(shè)。我們要探索和完善這些有效路徑，積極推進黨的民主執(zhí)政順利發(fā)展。
[Abstract]:Democratic governance is the essential requirement of the ruling party of the Communist Party of China. The democratic ruling of the Communist Party of China is to adhere to the people in power, the people in power, the development of socialist democracy with Chinese characteristics, the institutionalization of socialist democracy, standardization and procedure, and the support and protection of the system of the people, the form of democracy, and the means of democracy. On the basis of academic research, this paper focuses on the historical exploration process and experience of the Communist Party of China on democratic governance, focusing on the path of the realization of the democratic ruling of the party under the conditions of China's national conditions, summarizing and studying our party's democratic ruling experience, using the party's understanding of the rule of democracy in power, and trying to perfect the party's democratic governance. The specific way and path to actively and steadily promote the party's democratic ruling practice.
This article is divided into four parts:
The first chapter mainly discusses the significance of this topic, the basic concepts and theoretical categories involved in this article. The article puts forward that democratic governance has become the main ruling mode of the ruling party in the world, and the theoretical circles have been continuing and uninterrupted for the study of democratic governance, and a large number of research results have appeared. This article has carried out a comparative systematic review. The idea and practice of democracy and democracy in Marx's classic writers, including Western democratic theories, provide important theory and experience for the Communist Party of China to promote democratic governance. With the development of the society, the world situation, the national conditions and the change of the party's situation, our party needs to combine the reality of China and the future. Developing the blueprint, constantly improving the ruling style and improving the party's democratic governing ability.
The second chapter mainly explores the history of the democratic ruling of the Communist Party of China. This article holds that the Communist Party of China is a political party with rich ruling experience. In the period of democratic revolution, the party has explored the democratic governance in the period of the revolutionary base area of Jinggangshan and the period of the central revolutionary base area, especially in the period of the war of resistance against Japan. In the exploration of the Gansu Ningxia border area, the party and Mao Zedong began to carry on the strategic conception of building the socialist system of the people's democracy and put forward a new road to democratic politics. After the national administration, the party had some twists and turns in the exploration of democracy in power. With the development of reform and opening up, the party continued to promote the construction of socialist democracy with Chinese characteristics and required the whole party. To achieve scientific governance, democratic governance and ruling in accordance with the law, the party's exploration of the new road of democracy in power is gradually mature. The history of the party's democratic ruling can be summarized and combed, which can draw valuable experience, improve the party's democratic ruling level, and further promote the development of democratic politics in China.
The third chapter studies the basic status quo of the democratic ruling of the Communist Party of China. This article holds that since the reform and opening up, the party has made considerable achievements in the exploration of Democratic Governance: the political system reform and the continuous progress of democratic political construction, the development of grass-roots democracy, the continuous development of Inner Party democracy, the full implementation of the rule of law, and the strengthening of the right to the right. The restriction and supervision of the force have gained valuable experience. However, there are still some problems in the party's democratic governance at the present stage, including the influence of the path dependence of the traditional ruling way of the party, the weakness of the democratic consciousness of some leading cadres and the lagging questions of the political system reform in our country. In the process, we should improve the theory of democratic governance and carry out effective practice.
The fourth chapter discusses the path of the democratic ruling of the Communist Party of China. This is the key part of this article. This article puts forward that the actual conditions of the democratic ruling by the Communist Party of China have been gradually mature. It is believed that the promotion of democratic governance, and the support and guarantee of the people's ownership are not an abstract concept, and it is necessary to come true, to have a concrete way of realization and to experience a long period of time. Hard exploration and practice. According to the party's eighteen major and the third Plenary Session of the 18th CPC Central Committee spirit, the article puts forward four effective ways to realize the party's Democratic Governance: first, the national democracy is the core content of the democratic governance. It is necessary to adhere to the socialist democratic political development road with Chinese characteristics and promote the modernization of the national governance system and the governance capacity. To hold and guarantee the people to exercise state power through the people's Congress and to improve the democratic system of socialist negotiation; secondly, the construction of democracy at the grass-roots level is the key to democratic governance; thirdly, the construction of Democratic Party democracy is the foundation of democratic governance, the democratic centralism should be adhered to, the main body of the party members, and the democratic system in the party should be improved; finally, the democratic system of the party should be strengthened. We should actively foster the relevant elements of democratic governance, actively support the development of social organizations, promote the development of network democracy and strengthen the construction of the party's democratic ruling culture. We should explore and improve these effective paths and actively promote the smooth development of the party's democratic governance.
