【摘要】：毛澤東在繼承和發(fā)揚(yáng)傳統(tǒng)治國(guó)文化的基礎(chǔ)上,創(chuàng)造性地開展國(guó)家治理能力現(xiàn)代化實(shí)踐探索,為推進(jìn)當(dāng)前國(guó)家治理現(xiàn)代化的進(jìn)程提供了良好的經(jīng)驗(yàn)借鑒與哲學(xué)理論支撐。在完善和發(fā)展中國(guó)特色社會(huì)主義制度,推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化的總目標(biāo)指引下,我們不僅要立足于我國(guó)當(dāng)前復(fù)雜的基本國(guó)情、政情、社情,更要汲取歷史層面的國(guó)家治理思想,吸納傳統(tǒng)優(yōu)秀文化精華,以加快國(guó)家治理能力現(xiàn)代化的實(shí)現(xiàn)進(jìn)程。毛澤東對(duì)新民主主義革命及社會(huì)主義建設(shè)的實(shí)踐,充分凝練了國(guó)家治理能力現(xiàn)代化的精髓。研究毛澤東對(duì)國(guó)家治理能力現(xiàn)代化的探索,必然要先梳理其治國(guó)能力實(shí)踐的歷史邏輯,揭示其領(lǐng)導(dǎo)中國(guó)人民取得革命勝利的歷史線索,這是本研究的邏輯起點(diǎn)。毛澤東探索國(guó)家治理能力現(xiàn)代化的實(shí)踐過(guò)程,是一項(xiàng)龐大復(fù)雜的系統(tǒng)工程,不是針對(duì)某一領(lǐng)域的單線實(shí)踐,而是涵蓋政治、經(jīng)濟(jì)、文化、社會(huì)等領(lǐng)域在內(nèi)的綜合實(shí)踐,譬如政治層面的人民民主專政思想、經(jīng)濟(jì)領(lǐng)域的工業(yè)化道路以及社會(huì)層面的正確處理社會(huì)矛盾、文化領(lǐng)域的百花齊放百家爭(zhēng)鳴思想。在這些實(shí)踐過(guò)程中抽象演繹出的能力形態(tài),是毛澤東國(guó)家治理能力現(xiàn)代化的具體表征及核心要義。誠(chéng)然,毛澤東探索國(guó)家治理能力現(xiàn)代化的實(shí)踐之所以取得成功,不僅得益于其時(shí)無(wú)數(shù)革命人士的艱苦卓絕,而且來(lái)源于毛澤東深厚的文化底蘊(yùn)與哲學(xué)功底。因而,探析毛澤東國(guó)家治理能力現(xiàn)代化實(shí)踐的傳統(tǒng)文化淵源及其哲學(xué)基礎(chǔ),是研究毛澤東治國(guó)理政思想的充分必要條件。然而,在總結(jié)概括毛澤東探索國(guó)家治理能力現(xiàn)代化實(shí)踐的前提下,不能忽略其實(shí)踐過(guò)程中的過(guò)失與失誤,只有進(jìn)行多維度、多層次、多方位地汲取經(jīng)驗(yàn)與反思教訓(xùn),才能科學(xué)而正確地領(lǐng)悟其治國(guó)理政的神髓。歷史的重要功能在于為現(xiàn)實(shí)提供參考。毛澤東在探索國(guó)家治理能力現(xiàn)代化的實(shí)踐過(guò)程中留下的寶貴遺產(chǎn),是我國(guó)當(dāng)前推進(jìn)國(guó)家治理現(xiàn)代化的重要財(cái)富,這集中體現(xiàn)在多維哲學(xué)視角的理論支撐作用、多種方法論的技治主義功能上,進(jìn)而最終整合到毛澤東探索國(guó)家治理能力現(xiàn)代化的當(dāng)代價(jià)值意蘊(yùn)當(dāng)中。緊扣國(guó)家治理現(xiàn)代化的目標(biāo)主題,探析毛澤東探索國(guó)家治理能力現(xiàn)代化的實(shí)踐邏輯,已然成為破解深化改革進(jìn)程中存在的諸多難題的應(yīng)有之義;換言之,厘清毛澤東國(guó)家治理能力現(xiàn)代化實(shí)踐探索的歷史邏輯、成果形態(tài)、文化淵源、哲學(xué)基礎(chǔ)以及經(jīng)驗(yàn)反思、當(dāng)代價(jià)值等多項(xiàng)重要課題,能為國(guó)家治理現(xiàn)代化進(jìn)程的有序推進(jìn)提供重要的理論與現(xiàn)實(shí)意義。
[Abstract]:On the basis of inheriting and carrying forward the traditional culture of governing the country, Mao Zedong creatively explored the modernization of the country's governing capacity. Under the guidance of the general goal of perfecting and developing the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance ability, We should not only base ourselves on our country's current complex basic national conditions, political situation, social situation, but also draw on the historical level of national governance thinking, absorb the essence of traditional excellent culture. Mao Zedong's practice of the new democratic revolution and socialist construction has fully condensed the essence of the modernization of the national governance ability. It is necessary to first sort out the historical logic of the practice of governing the country and reveal the historical clues that led the Chinese people to victory in revolution. This is the logical starting point of this study. Mao Zedong explores the practical process of modernization of the national governance ability. It is a huge and complex system project. It is not a single-line practice in a certain field, but a comprehensive practice covering political, economic, cultural, social and other fields, such as the political level of the people's democratic dictatorship. The road of industrialization in the economic field and the correct handling of social contradictions at the social level, the thought of "a hundred flowers blossom and a hundred schools of thought contend" in the field of culture. It is the concrete token and core meaning of the modernization of Mao Zedong's national governance capability. Indeed, the practice of Mao Zedong in exploring the modernization of the national governance capacity has been successful not only because of the painstaking efforts of countless revolutionaries at that time, And it comes from Mao Zedong's profound culture and philosophy. On the premise of summing up Mao Zedong's practice of exploring the modernization of national governance ability, the mistakes and mistakes in the course of his practice should not be ignored. The important function of history lies in providing reference for reality.
