【摘要】：自清咸豐朝以降,東北地區(qū)各地方政府及旗籍軍官群體,基于備邊御敵與地方剿匪的現(xiàn)實(shí)需要,大力提倡管下官兵裝配與操演新式槍械。一時間,旗籍官兵操用槍械之風(fēng)驟勝于前代,但軍中未全面配用槍械、槍械操演不勤且懈怠生疏、槍械采購操演因經(jīng)費(fèi)不足受限等三大問題,仍長期制約著東北地區(qū)官兵裝備和操演水平的近代化。晚清東北地區(qū)面臨內(nèi)部馬賊肆虐與外部俄日兩國交逼的雙重摧殘,但清廷未能穩(wěn)妥地處理好旗民共襄邊務(wù)和墾務(wù)中的矛盾,以致無法實(shí)現(xiàn)社會秩序的重新穩(wěn)固,這是晚清東北旗籍官兵出現(xiàn)槍械裝備與操演方面問題的主要原因。
[Abstract]:Since Xianfeng Dynasty fell in Qing Dynasty, the local governments and flag officers in Northeast China, based on the realistic needs of the frontier defense and local bandit suppression, strongly advocated the assembly and practice of new firearms under the control of officers and men. For a while, the use of firearms by flag officers and soldiers was suddenly stronger than that of the previous generation. However, there were three major problems in the military, such as the lack of comprehensive use of firearms, the lack of frequency and slackness in the operation of firearms, and the shortage of funds for the procurement of firearms. It still restricts the modernization of officers and soldiers'equipment and drill level in Northeast China. The northeast area of the late Qing Dynasty was confronted with the double destruction of the internal horsemen raging and the external Russian-Japanese relations, but the Qing government failed to handle the contradictions between the frontier affairs and the reclamation affairs between the flag and the people, so that the social order could not be reestablished. This is the main reason for the problem of gun equipment and operation in the northeast flag of the late Qing Dynasty.
