【摘要】：中國人民在開發(fā)經(jīng)營南海諸島的過程中,遺留下豐富多樣的歷史遺跡與文物。這些歷史遺存不僅是中國發(fā)現(xiàn)、開發(fā)海南諸島的標(biāo)志和見證,更是中國在南海諸島及其相關(guān)海域擁有主權(quán)及享有歷史性權(quán)利的重要佐證。南海歷史遺跡與文物發(fā)掘和保護(hù)工作不能僅限于一般性的保護(hù),而是要充分注重其開發(fā)、利用,使之轉(zhuǎn)化為法理優(yōu)勢和政治優(yōu)勢,為我國南海維權(quán)提供有力支持。當(dāng)前,南海歷史遺跡和文物的保護(hù)與利用面臨著諸多困難和挑戰(zhàn),必須明確指導(dǎo)思想,科學(xué)規(guī)劃,加強(qiáng)管理,持續(xù)投入,強(qiáng)化機(jī)制保障和人才培養(yǎng)力度,才能更好地推進(jìn)南海歷史遺跡和文物的發(fā)掘與利用工作。
[Abstract]:In the process of developing and operating the South China Sea Islands, the Chinese people have left behind a variety of historical relics and cultural relics.These historical relics are not only the symbol and witness of China's discovery and development of the Hainan Islands, but also the important evidence that China has sovereignty and historical rights in the South China Sea and its related waters.The excavation and protection of historical relics and cultural relics in the South China Sea should not be limited to general protection, but should be fully developed and utilized so as to transform them into legal and political advantages, and provide strong support for safeguarding rights in the South China Sea.At present, the protection and utilization of historical relics and cultural relics in the South China Sea are facing many difficulties and challenges. It is necessary to make clear the guiding ideology, scientific planning, strengthen management, continue to invest, strengthen mechanism protection and personnel training.In order to better promote the South China Sea historical relics and cultural relics excavation and utilization work.
