【摘要】：里耶秦簡(jiǎn)牘是秦代洞庭郡下屬遷陵縣的文書檔案,為了解秦帝國(guó)末端行政運(yùn)行實(shí)態(tài)提供了第一手史料,也為還原洞庭郡十五個(gè)屬縣的設(shè)置情況和縣際文書交往所依托的道路交通網(wǎng)絡(luò)提供了條件。洞庭郡府的群發(fā)文書從郡治臨沅或新武陵發(fā)出,分成四道依次傳遞到各縣和都官機(jī)構(gòu);這些交通線不僅是洞庭郡內(nèi)部文書傳遞的主干路線,也是洞庭郡與外部郡縣交往的媒介,其所從屬的交通網(wǎng)絡(luò)支撐著洞庭郡日常的行政運(yùn)行。同時(shí),它與其他區(qū)域的道路交通相銜接,共同建構(gòu)起了秦漢帝國(guó)的道路交通體系,在帝國(guó)行政中發(fā)揮著經(jīng)絡(luò)般的作用。以律令為指導(dǎo),文書為載體,借助于初成體系的郡縣行政制度和相對(duì)完善的道路交通網(wǎng)絡(luò),秦帝國(guó)的行政政令得以貫穿整個(gè)帝國(guó),發(fā)揮著行政效能。
[Abstract]:Liye-Qin bamboo slips are the documents and archives of Qianling County subordinate to Dongting County in the Qin Dynasty, which provide first-hand historical data for understanding the actual state of administrative operation at the end of the Qin Empire. It also provides conditions for the restoration of the setting up of fifteen counties belonging to Dongting County and the road traffic network based on inter-county correspondence. The mass documents issued by the Dongting prefectures were issued from the county of Linyuan or the new Wuling. These lines of communication are not only the main routes for the internal transmission of documents in Dongting County, but also the medium for communication between Dongting County and external counties. The traffic network to which it belongs supports the daily administrative operation of Dongting County. At the same time, it links with the road traffic in other regions and constructs the road traffic system of the Qin and Han Empire. Under the guidance of laws and decrees, documents as carriers, with the help of the initial system of prefectures and county administrative system and relatively perfect road traffic network, the administrative decrees of the Qin Empire were able to run through the whole empire. Exerting administrative efficiency.
