【摘要】：黑水城文獻(xiàn)顯示,元代河西隴北道肅政廉訪司分司的設(shè)置前后有所變化,前期可能設(shè)有"甘、肅、永昌等處分司",該分司監(jiān)臨區(qū)涵蓋了甘州、肅州、永昌、亦集乃路等甘肅行省南部和北部地區(qū),后期亦集乃等路單獨(dú)設(shè)置分司。河西隴北道肅政廉訪司分司錄囚活動(dòng)的實(shí)施,可分為:分司按臨到路,向該路總管府下達(dá)有關(guān)錄囚通知,并提出具體要求;路總管府按分司要求,逐一核對(duì)犯人犯罪信息;路總管府撰寫牒文,將本路對(duì)犯人的處理意見(jiàn)等呈報(bào)分司;分司根據(jù)牒文,對(duì)犯人審理情況重新核實(shí),對(duì)相關(guān)案件進(jìn)行處理等多項(xiàng)步驟。河西隴北道肅政廉訪司對(duì)于亦集乃路總管府的監(jiān)察,通過(guò)雙重途徑實(shí)現(xiàn):其一,在分司出巡情況下,通過(guò)"廉訪司→分司→路總管府→分司→廉訪司"的途徑;其二,在分司缺駐情況下,通過(guò)"路總管府→廉訪司"的途徑。
