能源政策和政治、經(jīng)濟(jì)、環(huán)境有著密切聯(lián)系。在過去的歷屆美國(guó)政府中,可以看到,美國(guó)的能源政策通常會(huì)隨著政府換屆選舉而發(fā)生變化。對(duì)于最近兩屆政府而言,這具體體現(xiàn)在國(guó)內(nèi)能源發(fā)展偏好和國(guó)際領(lǐng)域與能源密切相關(guān)的氣候變化問題上。前美國(guó)總統(tǒng)奧巴馬和現(xiàn)任總統(tǒng)特朗普在能源政策制定上的戰(zhàn)略意圖不同,對(duì)傳統(tǒng)能源和新能源支持力度不同,其能源政策對(duì)國(guó)際國(guó)內(nèi)經(jīng)濟(jì)、政治和環(huán)境所產(chǎn)生的影響也存在差異。奧巴馬政府希望以新能源政策為杠桿,振興經(jīng)濟(jì),并維持美國(guó)在世界上的領(lǐng)導(dǎo)地位;而現(xiàn)總統(tǒng)特朗普曾在大選中承諾保護(hù)傳統(tǒng)能源行業(yè),并希望借助傳統(tǒng)能源實(shí)現(xiàn)美國(guó)能源主導(dǎo)。本文是對(duì)奧巴馬政府和特朗普政府的能源政策的比較分析。主要研究?jī)?nèi)容包括兩屆政府能源政策的共性或連續(xù)性和差異性、兩屆政府能源政策的決策意圖及其影響。本文采用歷史研究法和比較研究法,結(jié)合文獻(xiàn)閱讀和智庫信息收集,首先分析了兩屆政府能源政策的共性或連續(xù)性和差異性,然后以國(guó)際主義和特朗普式民族主義分別作為切入點(diǎn),分析奧巴馬政府和特朗普政府能源政策制定動(dòng)機(jī)。最后,本文分析了兩屆政府能源政策在政治、經(jīng)濟(jì)成本和環(huán)境方面的不同影響。本文認(rèn)為,奧巴馬政府和特朗普政府的能源政策的共性體現(xiàn)在共同...
