【摘要】：氣候變化將會(huì)對(duì)美國(guó)造成嚴(yán)重的影響,其嚴(yán)重程度又部分取決于政府采取何種社會(huì)行動(dòng)來(lái)限制氣體排放和緩解氣候變化。應(yīng)對(duì)氣候變化,氣候適應(yīng)與氣候緩解同樣重要,但未能得到應(yīng)有的關(guān)注。在聯(lián)邦制體系中,不同層級(jí)的政府應(yīng)當(dāng)分擔(dān)應(yīng)對(duì)氣候變化的責(zé)任。首先,州與地方政府屬于氣候變化天然的"最先受眾",需要在資助和標(biāo)準(zhǔn)制定上承擔(dān)較多的責(zé)任;其次,在州政府失靈、州際溢出效應(yīng)與政治扭曲的情況下,聯(lián)邦政府同樣應(yīng)當(dāng)發(fā)揮作用。聯(lián)邦政府可以根據(jù)應(yīng)對(duì)氣候變化需要事先制定適應(yīng)標(biāo)準(zhǔn)或者提供資金支持,但這些努力在憲制上可能會(huì)受到一定的限制。
[Abstract]:Climate change will have a severe impact on the United States, and its severity will depend in part on the social action taken by the government to limit gas emissions and mitigate climate change. Climate adaptation is as important as climate mitigation in combating climate change, but it has not received the attention it deserves. In a federal system, governments at different levels should share responsibility for climate change. First, state and local governments are the natural "first audience" of climate change, requiring more responsibility for funding and standard-setting; second, in the face of state failures, interstate spillover effects and political distortions, The federal government should also play a role. The federal government can set adaptation criteria or provide financial support in advance to address climate change, but these efforts may be constitutionally limited.
