【摘要】：英國(guó)的第三部門(mén)發(fā)展歷史悠久，在社會(huì)生活的各個(gè)方面發(fā)揮著不同于政府和企業(yè)的巨大作用。1998年英國(guó)政府和第三部門(mén)之間簽署了合作伙伴關(guān)系協(xié)議。這種建立在相互信任、相互監(jiān)督和公開(kāi)、透明基礎(chǔ)上的模式，特別是政府對(duì)第三部門(mén)的大力支持，是英國(guó)第三部門(mén)蓬勃發(fā)展并發(fā)揮重要作用的不可忽視的原因。 本文主要通過(guò)分析英國(guó)社會(huì)中第三部門(mén)的發(fā)展及其與政府的關(guān)系，指出英國(guó)第三部門(mén)和政府的合作伙伴關(guān)系對(duì)于我國(guó)的有益啟示。在建立和諧社會(huì)的過(guò)程中，我們可以借鑒英國(guó)第三部門(mén)發(fā)展的經(jīng)驗(yàn)，積極構(gòu)建第三部門(mén)和政府間的合作伙伴關(guān)系，充分發(fā)揮社會(huì)的作用。鑒于我國(guó)和英國(guó)的政治、經(jīng)濟(jì)制度、社會(huì)、文化背景很不相同，因此需要在深入研究我國(guó)國(guó)情的基礎(chǔ)上對(duì)我國(guó)第三部門(mén)的發(fā)展進(jìn)行探索。 第三部門(mén)的成長(zhǎng)能夠推進(jìn)政府改革，而政府改革反過(guò)來(lái)又可以為第三部門(mén)的發(fā)展創(chuàng)造良好的成長(zhǎng)環(huán)境。當(dāng)今世界主要國(guó)家都對(duì)第三部門(mén)問(wèn)題給予高度重視，不只是理論研究，更從實(shí)踐上把發(fā)展第三部門(mén)作為政府的重要舉措。當(dāng)前我國(guó)正處在社會(huì)的轉(zhuǎn)型期，，重新認(rèn)識(shí)政府與第三部門(mén)的關(guān)系，構(gòu)建二者之間的合作伙伴關(guān)系，無(wú)論在理論還是實(shí)踐上都有著十分重要的意義。
[Abstract]:The third sector in Britain has a long history of development and plays an important role in all aspects of social life, which is different from that of government and enterprises. In 1998, a partnership agreement was signed between the British government and the third sector. Strong support is the reason why the third sector in Britain is flourishing and playing an important role.
This paper mainly analyzes the development of the third sector in British society and its relationship with the government, and points out the beneficial enlightenment to our country from the partnership between the third sector and the government. Partnership, give full play to the role of society. In view of our country and Britain's political, economic systems, social and cultural backgrounds are very different, it is necessary to explore the development of China's third sector on the basis of in-depth study of China's national conditions.
The growth of the third sector can promote the government reform, and the government reform in turn can create a good growth environment for the development of the third sector. In the period of social transformation, it is of great significance both in theory and in practice to reconsider the relationship between the government and the third sector and to build a cooperative partnership between them.
