【摘要】：我國空氣污染日益顯現(xiàn)出來的從局地污染到區(qū)域污染的趨勢,使空氣污染治理中的政府間關(guān)系成為關(guān)注焦點之一。治理空氣污染所涉及的政府間關(guān)系,既包括中央政府與地方政府的關(guān)系,又包括區(qū)域內(nèi)橫向政府之間的關(guān)系。那么,怎樣的橫向和縱向政府間關(guān)系才有助于共同治理空氣污染?美國加利福尼亞州創(chuàng)新性地制定空氣污染控制的政策過程中包含了大量的橫向和縱向政府間合作的實踐。從政府間關(guān)系的視域切入加利福尼亞州治理空氣污染的政策分析啟示我們,空氣污染治理的治本之策,既依賴于中央政府和地方政府在標(biāo)準(zhǔn)控制、法規(guī)制定、監(jiān)督管理等方面有效互動,又在于區(qū)域內(nèi)橫向政府間在構(gòu)建合作平臺、豐富合作方式、調(diào)動參與者積極性等方面的通力合作。
[Abstract]:The increasing trend of air pollution from local pollution to regional pollution in China makes the intergovernmental relationship in air pollution control become one of the focuses. The intergovernmental relationship involved in the control of air pollution includes not only the relationship between central government and local government, but also the relationship between horizontal governments in the region. So what kind of horizontal and vertical intergovernmental relationship can help combat air pollution together? California's innovative air pollution control policy includes a large number of horizontal and vertical intergovernmental cooperation practices. From the perspective of intergovernmental relations to California's air pollution control policy analysis, it is revealed that the fundamental measures for air pollution control not only depend on the central government and local governments in standard control, but also on the formulation of laws and regulations. The effective interaction of supervision and management lies in the cooperation between the horizontal governments in the region in constructing the cooperation platform, enriching the cooperation mode, arousing the enthusiasm of the participants and so on.
