【摘要】：理論上,社會(huì)保障制度是一種調(diào)節(jié)國(guó)民收入分配的手段,其根本目的在于熨平收入分配中的不平等。為進(jìn)一步驗(yàn)證和探討社會(huì)保障與收入分配之間的關(guān)系,文章借助1995~2010年歐盟27國(guó)的面板數(shù)據(jù),運(yùn)用靜態(tài)面板隨機(jī)效應(yīng)模型進(jìn)行實(shí)證分析,結(jié)果表明:社會(huì)保障水平與收入不平等呈負(fù)相關(guān)關(guān)系,即社會(huì)保障水平越高,收入不平等差距越小;不同福利模式下,社會(huì)保障水平對(duì)收入分配的調(diào)節(jié)作用存在差異;但社會(huì)保障的調(diào)節(jié)作用有限,須與其他政策措施相協(xié)調(diào),實(shí)現(xiàn)收入分配的公平。
[Abstract]:In theory, the social security system is a means to adjust the distribution of national income. In order to further verify and explore the relationship between social security and income distribution, this paper uses the panel data of 27 EU countries from 1995 to 2010 to make an empirical analysis by using the static panel stochastic effect model. The results show that the level of social security is negatively related to income inequality, that is, the higher the level of social security is, the smaller the gap of income inequality is, and the difference of the effect of social security level on income distribution exists under different welfare models. But the adjustment function of social security is limited and must be coordinated with other policies and measures to realize the fairness of income distribution.
