【摘要】：養(yǎng)老保障制度是社會(huì)保障制度中一項(xiàng)十分重要的內(nèi)容,加拿大養(yǎng)老保障制度內(nèi)涵極為豐富,切實(shí)對(duì)老年人的生活給予了足夠多的保障,因此加拿大被譽(yù)為“老年人的天堂”,在世界上享有很高的聲譽(yù)。作為養(yǎng)老保障制度的成功典范,對(duì)其進(jìn)行研究具有極其重要的現(xiàn)實(shí)意義。本文主要分三個(gè)部分介紹了加拿大養(yǎng)老保障制度。 第一部分探討了加拿大養(yǎng)老保障制度建立的原因。加拿大養(yǎng)老保障制度建立與發(fā)展是多種因素促成的結(jié)果。社會(huì)經(jīng)濟(jì)的發(fā)展為開展養(yǎng)老保障制度奠定了豐厚的物質(zhì)基礎(chǔ),人道主義者的宣傳,新興進(jìn)步政黨的推動(dòng),從業(yè)人員在各工會(huì)的帶領(lǐng)下為“老有所養(yǎng)”而不斷努力,這些都是加拿大養(yǎng)老保障制度建立的內(nèi)部推動(dòng)因素。英國(guó)養(yǎng)老保障制度對(duì)加拿大產(chǎn)生了外部影響。 第二部分論述了加拿大養(yǎng)老保障制度的歷史沿革,內(nèi)容包括“老年收入保障計(jì)劃”、“養(yǎng)老金計(jì)劃”和“防老儲(chǔ)蓄計(jì)劃”三個(gè)方面。加拿大養(yǎng)老保障制度的建立并不是一蹴而就的,它經(jīng)歷了多年風(fēng)雨歷程,并通過長(zhǎng)期調(diào)整,才逐步走向了成熟與完善。 第三部分研究了加拿大養(yǎng)老保障制度建立和調(diào)整過程中的一些特點(diǎn),以及對(duì)加拿大養(yǎng)老保障制度的評(píng)價(jià)。加拿大是一個(gè)聯(lián)邦制國(guó)家,養(yǎng)老保障制度的建立中伴隨著聯(lián)邦政府與各省政府的權(quán)力分配。盡管多重保障的養(yǎng)老保障制度的確在一定程度上收到了預(yù)期的成效,但它仍然有許多問題需要去改革和完善。
[Abstract]:The old-age security system is a very important part of the social security system. Canada's old-age security system has a very rich connotation and provides sufficient protection for the life of the elderly, so Canada is praised as the "paradise for the elderly". Enjoy a high reputation in the world. As a successful example of pension security system, it is of great practical significance to study it. This paper mainly introduces Canadian old-age security system in three parts. The first part discusses the reasons for the establishment of Canadian old-age security system. The establishment and development of Canadian old-age security system is the result of many factors. The development of social economy has laid a rich material foundation for the development of the old-age security system, the propaganda of humanitarians, the promotion of new and progressive political parties, and the continuous efforts of employees under the leadership of various trade unions to support the elderly. These are the internal impetus factors of the establishment of Canadian pension security system. The British old-age security system has had an external impact on Canada. The second part discusses the history of Canada's old-age security system, including "old income security plan", "pension plan" and "old-age saving plan". The establishment of Canadian old-age security system is not accomplished overnight, it has experienced many years of wind and rain, and through a long period of adjustment, it has gradually moved towards maturity and perfection. The third part studies some characteristics of the establishment and adjustment of the Canadian old-age security system and the evaluation of the Canadian old-age security system. Canada is a federal country. The establishment of pension system is accompanied by the distribution of power between the federal government and the provincial government. Although the old age security system with multiple security has achieved the expected results to some extent, it still has many problems to be reformed and perfected.
