【摘要】:美國聯(lián)邦政府績效評估制度開始于1993年,國會通過并施行了《政府績效與結(jié)果法案》,該法案闡述了績效管理中的關(guān)鍵環(huán)節(jié)就是政府績效評估,美國的政府績效是建立在法律的框架之內(nèi)的,聯(lián)邦各組成部分都應(yīng)依據(jù)《政府績效與結(jié)果法案》制定工作上的規(guī)劃、績效標準以及責(zé)任報告。而美國作為公務(wù)員績效評估制度的先行者,具有代表性和示范性,其較為成熟的理論和方法為各國做出了典范作用,并且聯(lián)邦公務(wù)員的績效評估制度又是各國公務(wù)員制度的領(lǐng)航者。 中國的政府績效評估制度在2005年開始逐步實施,國務(wù)院總理溫家寶在《政府工作報告》對績效評估進行了深入的闡釋,我國應(yīng)該迅速建立科學(xué)而又完善的績效評估體系,以及符合以科學(xué)發(fā)展觀為前提的經(jīng)濟社會發(fā)展綜合評估體系。隨之而來的是,各省市和相關(guān)部們開始了特色鮮明的評估體系,這也標志著政府公務(wù)員績效評估制度在中國發(fā)展壯大起來。 本文首先通過對當代美國以及中國,對績效評估制度的研究情況,以及研究的目的與意義進行闡述;其次對美國聯(lián)邦公務(wù)員績效評估制度的內(nèi)涵、理論基礎(chǔ)、歷史演進進行分析研究;然后又對美國聯(lián)邦公務(wù)員在發(fā)展過程中的成就,缺陷以及特點進行了深入的剖析;最后根據(jù)對美國聯(lián)邦公務(wù)員績效評估制度的理解與啟示,,結(jié)合中國公務(wù)員績效制度的完善及發(fā)展,總結(jié)了一些合理建議和對策。
[Abstract]:The federal government performance evaluation system of the United States began in 1993, and Congress passed and implemented the Government performance and results Act, which states that the key link in performance management is government performance evaluation. Government performance in the United States is established within the framework of the law, and all federal components should establish work planning, performance standards, and accountability reporting in accordance with the Government performance and results Act. As the forerunner of the performance evaluation system of civil servants, the United States is representative and exemplary, and its more mature theory and methods have set an example for all countries. Moreover, the performance evaluation system of the federal civil servants is the leader of the civil service system of various countries. China's government performance evaluation system began to be implemented gradually in 2005, and Premier Wen Jiabao explained the performance evaluation in the "Government work report". China should quickly establish a scientific and perfect performance evaluation system. And in line with the scientific concept of development as the premise of the comprehensive evaluation of economic and social development system. Subsequently, provinces, cities and relevant departments began a distinctive evaluation system, which also marks the development and growth of the performance evaluation system of government civil servants in China. Firstly, this paper expounds the research situation, purpose and significance of the performance evaluation system in contemporary America and China; secondly, it expounds the connotation and theoretical basis of the performance evaluation system of the federal civil servants in the United States. The historical evolution is analyzed, and then the achievements, defects and characteristics of the United States federal civil servants in the process of development are deeply analyzed. Finally, according to the understanding and enlightenment of the performance evaluation system of the United States federal civil servants, Combined with the improvement and development of Chinese civil servant performance system, some reasonable suggestions and countermeasures are summarized.
