【摘要】:美國(guó)聯(lián)邦政府績(jī)效評(píng)估制度開(kāi)始于1993年,國(guó)會(huì)通過(guò)并施行了《政府績(jī)效與結(jié)果法案》,該法案闡述了績(jī)效管理中的關(guān)鍵環(huán)節(jié)就是政府績(jī)效評(píng)估,美國(guó)的政府績(jī)效是建立在法律的框架之內(nèi)的,聯(lián)邦各組成部分都應(yīng)依據(jù)《政府績(jī)效與結(jié)果法案》制定工作上的規(guī)劃、績(jī)效標(biāo)準(zhǔn)以及責(zé)任報(bào)告。而美國(guó)作為公務(wù)員績(jī)效評(píng)估制度的先行者,具有代表性和示范性,其較為成熟的理論和方法為各國(guó)做出了典范作用,并且聯(lián)邦公務(wù)員的績(jī)效評(píng)估制度又是各國(guó)公務(wù)員制度的領(lǐng)航者。 中國(guó)的政府績(jī)效評(píng)估制度在2005年開(kāi)始逐步實(shí)施,國(guó)務(wù)院總理溫家寶在《政府工作報(bào)告》對(duì)績(jī)效評(píng)估進(jìn)行了深入的闡釋,我國(guó)應(yīng)該迅速建立科學(xué)而又完善的績(jī)效評(píng)估體系,以及符合以科學(xué)發(fā)展觀為前提的經(jīng)濟(jì)社會(huì)發(fā)展綜合評(píng)估體系。隨之而來(lái)的是,各省市和相關(guān)部們開(kāi)始了特色鮮明的評(píng)估體系,這也標(biāo)志著政府公務(wù)員績(jī)效評(píng)估制度在中國(guó)發(fā)展壯大起來(lái)。 本文首先通過(guò)對(duì)當(dāng)代美國(guó)以及中國(guó),對(duì)績(jī)效評(píng)估制度的研究情況,以及研究的目的與意義進(jìn)行闡述;其次對(duì)美國(guó)聯(lián)邦公務(wù)員績(jī)效評(píng)估制度的內(nèi)涵、理論基礎(chǔ)、歷史演進(jìn)進(jìn)行分析研究;然后又對(duì)美國(guó)聯(lián)邦公務(wù)員在發(fā)展過(guò)程中的成就,缺陷以及特點(diǎn)進(jìn)行了深入的剖析;最后根據(jù)對(duì)美國(guó)聯(lián)邦公務(wù)員績(jī)效評(píng)估制度的理解與啟示,結(jié)合中國(guó)公務(wù)員績(jī)效制度的完善及發(fā)展,,總結(jié)了一些合理建議和對(duì)策。
[Abstract]:The federal government performance evaluation system of the United States began in 1993, and Congress passed and implemented the Government performance and results Act, which states that the key link in performance management is government performance evaluation. Government performance in the United States is established within the framework of the law, and all federal components should establish work planning, performance standards, and accountability reporting in accordance with the Government performance and results Act. As the forerunner of the performance evaluation system of civil servants, the United States is representative and exemplary, and its more mature theory and methods have set an example for all countries. Moreover, the performance evaluation system of the federal civil servants is the leader of the civil service system of various countries. China's government performance evaluation system began to be implemented gradually in 2005, and Premier Wen Jiabao explained the performance evaluation in the "Government work report". China should quickly establish a scientific and perfect performance evaluation system. And in line with the scientific concept of development as the premise of the comprehensive evaluation of economic and social development system. Subsequently, provinces, cities and relevant departments began a distinctive evaluation system, which also marks the development and growth of the performance evaluation system of government civil servants in China. Firstly, this paper expounds the research situation, purpose and significance of the performance evaluation system in contemporary America and China; secondly, it expounds the connotation and theoretical basis of the performance evaluation system of the federal civil servants in the United States. The historical evolution is analyzed, and then the achievements, defects and characteristics of the United States federal civil servants in the process of development are deeply analyzed. Finally, according to the understanding and enlightenment of the performance evaluation system of the United States federal civil servants, Combined with the improvement and development of Chinese civil servant performance system, some reasonable suggestions and countermeasures are summarized.
