【摘要】：日本臨時(shí)行政調(diào)查會注意吸收民間經(jīng)驗(yàn)豐富、學(xué)識淵博和具有一定聲望者組成專家智囊團(tuán),為政府行政改革出謀劃策。20世紀(jì)80年代日本的行、財(cái)政改革,是實(shí)施第二次臨時(shí)行政調(diào)查會答詢報(bào)告的結(jié)果。臨調(diào)機(jī)能的發(fā)揮,是組織人事上知人善任、人盡其才,政府與執(zhí)政黨"最大限度地予以尊重"決策方式的形成以及宣傳報(bào)道上非公開與輿論因勢利導(dǎo)的結(jié)果。
[Abstract]:Japan's interim Administrative investigation will pay attention to absorbing people with rich folk experience, profound knowledge and a certain reputation as an expert think-tank to advise on the reform of government administration.
