【摘要】：福利制度發(fā)展到今天,它已經(jīng)成為社會經(jīng)濟生活不可缺少的部分,它的作用滲透到社會經(jīng)濟生活的每個角落。它是一種社會保障制度,同時也是一種經(jīng)濟制度。作為一種經(jīng)濟制度,首先它是保證勞動力再生產(chǎn)和經(jīng)濟運行的基本條件;其次它具有經(jīng)濟蓄水池的作用;三是它具有宏觀調(diào)控的作用;四是它涉及到效率與公平的平衡,會影響社會經(jīng)濟前進步伐;五是各國社會福利制度的不平衡,已經(jīng)影響到勞動力和資本在全世界范圍內(nèi)的流動。可以說,它的方方面面都涉及到經(jīng)濟的發(fā)展與穩(wěn)定。因此,從經(jīng)濟學的視角來探討社會福利制度,尋求其最佳發(fā)展模式,更有利于一國經(jīng)濟社會的發(fā)展�；仡檱H社會福利制度發(fā)展歷史,剖析我國社會福利制度建設(shè)的現(xiàn)狀與問題,確定中國社會福利制度發(fā)展的方向與模式,解決當下面臨的具體問題,有利于我國經(jīng)濟又好又快發(fā)展,有利于提高廣大群眾獲得感、幸福感。
[Abstract]:Today, the welfare system has become an indispensable part of social and economic life. Its role permeates every corner of social and economic life. It is a social security system. It is also an economic system. As an economic system, it is the basic condition to guarantee the reproduction of labor force and the economic operation, secondly, it has the function of economic reservoir, the third is that it has the function of macro-control. Fourth, it involves the balance between efficiency and equity, which will affect the pace of social and economic progress. Fifthly, the imbalance in the social welfare systems of various countries has already affected the movement of labor and capital throughout the world. All aspects of it are related to the development and stability of the economy. Therefore, from the perspective of economics, we should explore the social welfare system and seek its best development model. It is more conducive to the economic and social development of a country. Reviewing the history of the development of the international social welfare system, analyzing the present situation and problems of the construction of the social welfare system in China, and determining the direction and mode of the development of the Chinese social welfare system, Solving the specific problems is beneficial to the sound and rapid development of our economy and to the improvement of the sense of happiness and acquisition of the masses.
