本文在評(píng)述進(jìn)攻性現(xiàn)實(shí)主義的代表作《大國(guó)政治的悲劇》一書(shū)基礎(chǔ)上，提出了把握國(guó)際關(guān)系理論的三個(gè)維度，即科學(xué)、假說(shuō)和理念三層面及評(píng)判國(guó)際關(guān)系理論的三個(gè)層面：作者個(gè)性-國(guó)家性-時(shí)代性。著重指出，分析國(guó)際關(guān)系理論的理念層面是把握其本質(zhì)的關(guān)鍵所在；作為理念方面在國(guó)家性的重要體現(xiàn)，米氏理論和其他美國(guó)式國(guó)際關(guān)系理論一樣，，是美國(guó)例外論的又一展示--國(guó)際關(guān)系理論是解釋美國(guó)之外的國(guó)家行為的，美國(guó)例外--這正是國(guó)際關(guān)系理論的悲劇。
文章在分析進(jìn)攻性現(xiàn)實(shí)主義的不足時(shí)提出了國(guó)際關(guān)系理論的三大演繹律1）異化：即理論發(fā)展過(guò)程中既有不斷肯定自我的過(guò)程，也有不斷否定自我的過(guò)程，以獲得現(xiàn)時(shí)代的合法性；2）同化：即各理論從涇渭分明到不斷通約，在融合中展示自身特質(zhì)，獲得現(xiàn)時(shí)代的合理性；3）原教旨化：與任何其他人類(lèi)思維形式一樣，理論一旦形成，都具有原教旨傾向，即不斷否定對(duì)立面來(lái)肯定自身，獲得現(xiàn)時(shí)代的合目的性，并以此探討對(duì)待國(guó)際關(guān)系理論的一般性問(wèn)題。

To evaluate the representative work of offensive realism "The Tragedy of Great Power Politics", this paper puts forward three dimensions of understanding international relations (IR) theory: science-hypothesis-ideas and three levels of evaluating international relations theory: personality-nationality-character of the times, arguing that the dimension of ideas is the key to grasp the essence of international relations theory. As the important embodiment of ideas in nationality, Mearsheimer's theory, like other American international relations theories, is another revelation of American Exceptionalism----what the international relations theory explains are behaviors of other countries except the U.S.----this is the tragedy of international relations theory. By analyzing the deficiencies of offensive realism, this paper advances three evaluating laws: 1) alienation, i.e., during the developing process of IR theory, there is both self-affirmation and self-negation to gain its contemporary legitimacy; 2) assimilation: i.e., IR theory evolutes from entirely different to continuous conjunction, showing its characteristics when harmonizing with others to gain its contemporary rationality; 3) fundamentalisation: like any other kinds of thinking, when IR theory has come into being, it gets the trend of fundamentalization, i.e., affirm itself by negating the opposites to gain its contemporary teleonomic.
