自哈薩克斯坦獨(dú)立以來,外交政策一直以擴(kuò)展國際關(guān)系為目標(biāo),以根據(jù)外交體制解決外交關(guān)系中的緊迫問題為基礎(chǔ)。眾所周知,哈薩克斯坦奉行多向度外交,這一外交政策有助于解決國家在獨(dú)立時期和鞏固國家地位過程中面臨的問題。由于多向度外交的推進(jìn),哈薩克斯坦共和國已成為世界政治主題下區(qū)域性國際關(guān)系的參與者。國家領(lǐng)導(dǎo)人精心設(shè)計的外交和國內(nèi)政策,使哈薩克斯坦發(fā)展成為中亞地區(qū)最為穩(wěn)定的國家。在蘇聯(lián)解體以來,哈薩克斯坦將自己定位為一個在新的基礎(chǔ)上以新的形式向前發(fā)展的國家。哈薩克斯坦共和國在中亞的外交活動使其成為中亞地區(qū)的領(lǐng)導(dǎo)者。根據(jù)哈薩克斯坦的地緣政治地位和經(jīng)濟(jì)規(guī)模,可以指出,哈薩克斯坦沒有機(jī)會只關(guān)注區(qū)域問題。哈薩克斯坦的未來同時在亞洲與歐洲、東方與西方。因此,多向度外交政策消除了對哈薩克斯坦安全的各種威脅,為哈薩克斯坦的變革提供了必要的經(jīng)濟(jì)和政治外部條件。外交政策中的一些細(xì)微差別會隨著世界政治的變化而有所改變,但哈薩克斯坦外交的本質(zhì)不會改變。并且加權(quán)多向度外交有助于顯示哈薩克斯坦的經(jīng)濟(jì)開放性。因此,哈薩克斯坦的多向度外交并非國家元首的一時興起,而是哈薩克斯坦作為一個中等的尚不強(qiáng)大的內(nèi)陸國吸引外國投資的真正需要。
