中美在東南亞地區(qū)的競合：東盟因素

東南亞因其戰(zhàn)略地理位置,巨大的人口總數(shù)以及強勁的經(jīng)濟增勢,受到了中美兩國的密切關注。自特朗普2017年就任美國總統(tǒng)以來,美國政府將大國競爭重新放在了國防安全的優(yōu)先事項中,并基于此判斷,重新調整了東南亞政策。2013年以來,中國逐漸形成了以中國-東盟共同體為愿景,以“一帶一路”合作項目為支撐的與東南亞合作的“中國方式”。為了對沖中國在東南亞地區(qū)與日俱增的影響力,特朗普將東南亞置于其出臺的印太戰(zhàn)略的核心位置,表明美國意欲重回東南亞并希望獲得東盟的青睞。本文由三個章節(jié)構成。第一章主要研究特朗普政府制定的東南亞政策,通過回顧二戰(zhàn)后美國對東南亞政策的變化,以及將特朗普政府與前任奧巴馬政府的東南亞政策進行對比,總結出了特朗普東南亞政策對于過去的延續(xù)與變化及相應特點。第二章主要研究2013年以來中國形成的與東南亞進行溝通合作的“中國方式”,總結了該方式的原則、內(nèi)容、落實情況以及采取的合作方式。第三章首先總結了吸取了冷戰(zhàn)歷史教訓的東盟在對外交往中所堅持的原則以及在冷戰(zhàn)后逐漸形成的一系列的以東盟為中心的地區(qū)合作機制。面對如今中美在東南亞的戰(zhàn)略競爭,東盟同樣運用著這一特有的相處范式,試圖將不同國家的合作方...
